The Ryu mini-boss in Quest 3 is significantly tougher than the NPC in Quest 1, which is why being Level 700 or higher matters. To spawn the boss, talk to the Ancient Sorcerer and accept the third quest. The mini-boss appears to the right of the bridge where the NPC stands.
