How to start and finish “Unexpected Initiative”
- Pick up the quest from Tian Wen.
- Collect the three required items in any explorable area: one Water Filter, three Lemons, and one Water Pump.
- Return to complete the hand‑in once all objectives are met to secure Osprey I and XP.
There’s no zone lock on progression here. You can gather items while doing other activities, and the quest will update as soon as you have the correct items in your inventory.

Where players get stuck (lemons and rooftops)
The most common sticking point is the lemon requirement. Players report success searching rooftop garden spots, with Piazza Roma called out frequently for clusters of planters on building tops.
