How to start and finish “Unexpected Initiative”

  • Pick up the quest from Tian Wen.
  • Collect the three required items in any explorable area: one Water Filter, three Lemons, and one Water Pump.
  • Return to complete the hand‑in once all objectives are met to secure Osprey I and XP.

There’s no zone lock on progression here. You can gather items while doing other activities, and the quest will update as soon as you have the correct items in your inventory.

Where players get stuck (lemons and rooftops)

The most common sticking point is the lemon requirement. Players report success searching rooftop garden spots, with Piazza Roma called out frequently for clusters of planters on building tops. If an objective directs you to “broken rooftop gardens,” comb adjacent rooftops in that district and check multiple access points—some gardens are spread across nearby buildings rather than a single roof.

Expect some trial‑and‑error: if one roof comes up empty, sweep the neighboring roofs in the same block. Lemons can be sparse, so plan on visiting several rooftop plots to hit the count of three.

Water Filter and Water Pump

Both the Water Filter and the Water Pump are straightforward collection objectives. Keep an eye out while looting through utility and residential spaces during your normal route; the quest tracks each item as soon as you pick it up.
