Dragon's Breath mystic skill in Where Winds Meet: How it works and how to unlock it

Dragon's Breath is one of the more distinctive Mystic Skills in Where Winds Meet: you literally get drunk, then exhale a sheet of flame that ignites enemies while hardening your defenses. It sits in the Offensive, Single-Target Burst category, but its defensive bonuses and status effects make it useful for both damage dealers and tank-style paths.

Dragon's Breath skill overview

Game Where Winds Meet (PC)

On use, Dragon's Breath has three main effects:

Effect Details
Intoxicated You drink first, entering the Intoxicated state. At higher tiers, Intoxicated lasts 30 seconds and also allows Dragon's Breath and Drunken Poet to be used without drinking again.
Fire breath You exhale flame infused with Qi, dealing damage in two hits to a target and applying Ignition (a burning damage-over-time effect).
Defensive buffs You gain 15% Damage Reduction and a Fortitude bonus while the skill is active. At higher tiers this mitigation can climb much higher when casting skills.

Ignition ticks every 0.5 seconds for 8 seconds in its basic form. Later breakthroughs let Ignition stack multiple times, turning repeated applications into significant sustained damage.

How to unlock Dragon's Breath in Kaifeng

Step 1: Talk to Kongkong and Luo Jiu at Beast Reverie

Travel to Kaifeng City's Fairgrounds district and enter the Beast Reverie building, where Nine Mortal Ways disciples are gathered. On the left side inside, speak with the two NPCs, Kongkong and Luo Jiu. During the exchange, Kongkong leaves and Luo Jiu asks you to recover a stolen item linked to a fire-breathing performer.

Step 2: Locate Liang Yuan with the Travelogue

The stolen item is a booklet called Travelogue: Toehari, now held by an NPC named Liang Yuan.

Navigation hint Details
Region Kaifeng City
Landmark Near the Patrol and Inspection Agency on South Gate Avenue
Route From the Main South Gate Boundary Stone, move west along the avenue, then follow the first path heading north to reach Liang Yuan.

Liang Yuan typically stands at a corner near this route, making him easy to spot once you are on the correct street.

Step 3: Use Celestial Seize to steal Travelogue: Toehari

With Liang Yuan found, you need to steal the book without triggering suspicion:

  • Equip the Celestial Seize Mystic Skill (the same one used for ranged stealing and disarming).
  • Approach Liang Yuan carefully so he does not notice you acting suspiciously.
  • Use Celestial Seize on him to pull the item from his person, which yields Travelogue: Toehari.

As long as you are not seen performing the theft, no extra combat or penalties are involved.

Step 4: Return the travelogue to Luo Jiu

Once you have Travelogue: Toehari, head back to the Fairgrounds and re-enter Beast Reverie. Talk to Luo Jiu again and hand over the book. This wraps up the small Beast Reverie storyline about the fire-breathing disciple and completes the associated Fairgrounds task chain in your Journal.

Step 5: Claim Dragon's Breath from the Journal

Dragon's Breath is not learned automatically when you finish speaking with Luo Jiu. You have to claim it manually:

Menu path What to do
Open Journal Press the menu key (Escape/Start) and open Journal.
Wandering Tales Switch to the Wandering Tales tab.
Fairgrounds Part 9 Locate Fairgrounds Part 9 in the list and claim its completion rewards.

Dragon's Breath is one of the rewards attached to Fairgrounds Part 9. After claiming, it appears in your Mystic Skills list and can be slotted like any other offensive Mystic Art.

Note: If Luo Jiu mentions buying pine oil and you do not see the skill unlocked, nothing else is actually required. The missing step is usually this Journal claim; once you collect the Wandering Tales reward, the Mystic Skill becomes available.

Dragon's Breath combat effects and status details

In battle, Dragon's Breath combines burst damage, damage-over-time, and defensive utility.

Component Mechanics
Intoxicated state Triggered when you drink before the fire breath. At higher tiers, this state lasts 30 seconds. While Intoxicated, Dragon's Breath and Drunken Poet can be used without needing to drink again.
Direct damage The exhaled flame hits the target twice, counting as a short-range offensive burst.
Ignition (Burn) Applies a burn that deals damage every 0.5 seconds for 8 seconds. Higher breakthrough tiers allow Ignition to stack up to 10 times and extend its duration with each stack.
Damage Reduction Base effect grants 15% Damage Reduction and Fortitude when casting the skill. At the highest tier, the mitigation when casting skills can reach 40%.

This mix of frontline durability and burning damage makes Dragon's Breath useful for:

  • Tank-focused paths, which benefit from the added mitigation and Fortitude while still contributing meaningful damage.
  • DPS-focused paths, which use the short cooldown and Ignition stacks to pressure single targets, especially when paired with Drunken Poet.

Dragon's Breath tier breakthroughs and materials

Like other Mystic Skills, Dragon's Breath can be ranked up and promoted through four tiers. Ranks mainly scale numeric values (damage, duration, etc.), while tier promotions add or strengthen special effects.

Breakthrough bonuses by tier

Tier New bonus
Tier 1 Base skill: Intoxicated + two-hit fire breath + Ignition + 15% Damage Reduction and Fortitude.
Tier 2 Improves the Tenacity/defensive effect when casting skills, reinforcing its tank utility.
Tier 3 Ignition can stack up to 10 times. Each stack adds duration (1.5 seconds per stack) and total damage, and Drunken Poet adds an extra Ignition stack when hitting a burning target.
Tier 4 Damage Reduction when casting skills increases to 40%, giving a strong window of survivability.

Tier 3 is the big turning point: Ignition stacking changes Dragon's Breath from a simple nuke into part of a longer damage rotation, especially if you weave in Drunken Poet to add stacks faster.

Rank and material requirements

Each Mystic Art uses a mix of Ebon Iron and a dedicated breakthrough material for promotions. Dragon's Breath relies on Ebon Iron across all tiers and Jade Tower Pearl for the key promotions.

Tier Rank range Materials per rank / promotion
Tier 1 Rank 0–9 Each rank: Lv. 1 Ebon Iron ×2
Promote to Tier 2 Rank 0 Jade Tower Pearl ×5, Lv. 1 Ebon Iron ×2
Tier 2 Rank 1–9 Each rank: Lv. 2 Ebon Iron ×4
Promote to Tier 3 Rank 0 Jade Tower Pearl ×15, Lv. 2 Ebon Iron ×4
Tier 3 Rank 1–9 Each rank: Lv. 3 Ebon Iron ×10
Promote to Tier 4 Rank 0 Jade Tower Pearl ×18, Lv. 3 Ebon Iron ×10
Tier 4 Rank 1–9 Each rank: Lv. 4 Ebon Iron ×20

Because later ranks demand higher-level Ebon Iron in large amounts, it is typical to:

  • Push Dragon's Breath to Tier 3 early if you rely on Drunken Poet, to unlock Ignition stacking and the synergy between the two skills.
  • Delay full Tier 4 investment until you have a stable source of Lv. 4 Ebon Iron and feel committed to a tank or brawler build that really benefits from the 40% damage reduction window.

Once unlocked and ranked up, Dragon's Breath slots neatly into any build that wants both spectacle and survivability: it lets you stagger enemies under layers of fire while you stand in the thick of the fight, tanking hits under a curtain of flame.
