Eevee is in Pokémon Legends: Z-A right from the moment Lumiose City opens up, but it’s scarce until late in the story. If you want one early, there’s a specific rooftop route in the Bleu Sector that’s worth checking. If you just want a sure thing, you’ll unlock a zone later that reliably spawns Eevee every cycle. Here’s where to go, how to reach each spot, and how to evolve Eevee into every form once you’ve got one.

Early Eevee location (Lumiose City rooftops)

The earliest consistent place to look is a rooftop in Bleu Sector 7, on the southwest side of Lumiose City. It sits to the right of the Bleu Pokémon Center and near the Nouveau Cafe Truck No. 2. Getting up there is the trick — here’s the exact route:

  • Find the scaffolding on the building’s north side and climb two ladders.
  • At the apparent “top,” ignore the narrow path to the right. Look left across a small gap.
  • Press Y to dodge-roll across the gap to a small platform, then climb two more ladders to the rooftop.

If the spawn rolls in your favor, an Eevee will be waiting — often around level 16–17. If it isn’t there, come back later. Eevee can disappear if you fail the catch, and it won’t necessarily return on the next day-night cycle. Resting on a bench is a quick way to advance time and refresh spawns. Treat rooftop Eevee as skittish: approach cautiously and be ready to throw immediately. Ultra Balls materially improve your odds.

Tip: Many rooftop spawns appear during the day. If you never see Eevee, switch to daytime and check again.

Other rooftop spawn (Jaune District, later in the story)

A second rooftop spawn appears above Cafe Ultimo in the Jaune District later in the campaign. You’ll need to progress far enough for the nearby Holovator access to come online. From that access point, clear the spider web blocking the path by hitting it with a long-range attack; that creates a bridge to the rooftop. This spot behaves like other rooftop spawns: the encounter is random and not guaranteed on every visit.

Guaranteed Eevee spawn (Wild Zone 19)

If you’re comfortable waiting, Wild Zone 19 is the reliable option. It unlocks late in the story (northeast corner of the map) and always has at least one Eevee per day-night cycle. Expect much higher levels here — roughly 48 to 50 — so come prepared. Ultra Balls are strongly recommended.

Environmental hazards can block throws in this zone. If Eevee is tucked behind thorny vines, clear them first with a Fire-type attack; otherwise, your Poké Ball will collide with the obstacle instead of the target.

Post‑game: evolved Eevee forms in Wild Zone 20

After completing the main story, Wild Zone 20 opens with the possibility of encountering evolved Eevee forms at high levels. These are Alpha variants — larger and tougher — and they appear at random. Base‑form Eevee does not spawn here.

Eevee locations at a glance

Location When available Where How to reach Typical level Behavior and notes
Lumiose City — Bleu Sector 7 rooftop Once Lumiose opens (after/during Main Mission 05: The City in the Shadow of Prism Tower) Right of Bleu Pokémon Center; near Nouveau Cafe Truck No. 2 North scaffolding → climb 2 ladders → roll left across gap (Y) → climb 2 ladders ~16–17 Random spawn; often shows in daytime; may flee or vanish after a failed catch; bench rest to advance time
Lumiose City — Jaune District rooftop (Cafe Ultimo) Mid/late story (Holovator access required) Rooftop above Cafe Ultimo Use Holovator; clear spider web with a long‑range attack to create a bridge Varies Random spawn; not guaranteed each visit
Wild Zone 19 (NE corner) Late story Zone interior Unlocked via campaign progression; revisit each day‑night cycle ~48–50 Consistent spawn; at least one per cycle; clear thorny vines with Fire moves; Ultra Balls recommended
Wild Zone 20 (post‑game) After main story Center area Unlocked post‑game High (Alpha) Evolved Eeveelutions only; base Eevee does not appear

How to evolve Eevee into every Eeveelution

Evolution Type Method
Vaporeon Water Use a Water Stone
Jolteon Electric Use a Thunder Stone
Flareon Fire Use a Fire Stone
Leafeon Grass Use a Leaf Stone
Glaceon Ice Use an Ice Stone
Espeon Psychic High friendship, evolve during the day
Umbreon Dark High friendship, evolve at night
Sylveon Fairy High friendship, evolve while Eevee knows at least one Fairy‑type move
Important: If you’re aiming for Espeon or Umbreon, make sure Eevee does not know a Fairy‑type move before it’s ready to evolve; otherwise, high friendship will steer it into Sylveon. Early wild Eevee can already know a Fairy move such as Disarming Voice, so check before you push friendship higher.

What to do if Eevee won’t show up

  • Cycle time: Rest on nearby benches to advance the day-night cycle and refresh rooftop and Wild Zone spawns.
  • Check daylight: Rooftop spawns appear most often during the day; switch to daytime and recheck.
  • Revisit later: Rooftop encounters are random. If the platform is empty or you miss the catch, leave the area and return after a cycle.
  • Progress the story: Wild Zone 19 is the dependable path if you can wait until the late game.

If you want Eevee as soon as possible, commit the Bleu Sector rooftop route to memory and keep cycling time until it appears. If you’re fine waiting, Wild Zone 19 removes the luck factor entirely — then it’s just a matter of bringing enough Ultra Balls and clearing the path when the terrain gets in the way.
