How to unlock the Panacea Fan in Where Winds Meet

The Panacea Fan in Where Winds Meet is a ranged healer martial art that trades raw damage for strong sustain and resurrection. Unlocking it is tied to a stealth-focused martial sanctum and a few early-game progression systems, so it is easy to miss or delay if you do not know where to go.

Panacea Fan unlock methods at a glance

Method How it works When it’s available Why use this route
Observe master in Silver Needle Sanctum Enter a stealth dungeon near early Wayfarer, watch the Panacea Fan master, complete Skill Theft After you obtain your first Dragon Key Gives Panacea Fan and access to the Royal Remedy Inner Way chest in the same run
Join Silver Needle (Silver Needles) Sect Align with the sect and meet its internal requirements Once you can reach and join sects Unlocks the art while committing to a healer-support identity
Reward from Qi Sheng Pick Panacea Fan as the first Oddity reward from Qi Sheng As soon as you report your first Oddity Fast early access, but competes with other strong early rewards

All three paths grant the same core martial art. The sanctum route is generally the most efficient because it also puts an important Inner Way, Royal Remedy, within reach.

Silver Needle Sanctum location and requirements

The main Panacea Fan master is housed inside the Silver Needle Sanctum, a martial sanctum on the northeast side of central Qinghe. The area sits not far from the first Wayfarer you encounter in the game; the sanctum effectively becomes one of the earliest structured stealth dungeons you can attempt.

Entry is gated by a consumable key.

Requirement Details
Dragon Key Single-use key needed to access the Silver Needle Sanctum’s hidden passage via a Loong Dragon Pillar.
How to get a Dragon Key Earned from the first World Level Breakthrough challenge or by clearing specific Outposts for the first time.

Once you have a Dragon Key in your inventory, interact with the nearby Loong Dragon Pillar at the sanctum entrance. The key is consumed, and the hidden route into the dungeon opens.

Stealthing through Silver Needle Sanctum to the Panacea Fan master

Inside the sanctum, your character turns invisible, and the focus shifts from combat to timing and routing. Guards patrol predefined paths across multiple zones, and being spotted forces an escape or reset. The Panacea Fan master is located in the deeper part of the dungeon, past the two main areas of patrols.

Zone Key actions Practical notes
First zone entrance Wait for the first guard to face right, cross the open area, and immediately hug the left wall. Sticking to the wall reduces your exposure to the approaching militia’s line of sight.
Upper-left platform Jump up to the upper-left area between the patrol zone on your left and the guards in front of the door. Use this elevated path as a staging point; watch both guard groups and move only when both sets are faced away.
Door to second zone When the two closest guards turn their backs, sprint straight through the doorway. The window is brief, so commit once you see both backs turned.
Second zone entry Pause and let the nearby guard cross the wooden bridge before moving. This guard’s patrol path dictates your initial safe opening.
Drop and ladder Watch the guard on the ground floor below. When they start crossing toward the right side, drop down and climb the ladder in front of you, then go right. Following this timing carries you cleanly past overlapping cones of vision toward the sect master’s position.

At the end of this path, you reach the sect master who wields the Panacea Fan. This NPC is the target for Skill Theft and the key to unlocking the martial art.

Skill Theft: observing the Panacea Fan master

Once you reach the marked observation spot overlooking the Panacea Fan master, the game transitions into a Skill Theft minigame. The character remains hidden while watching the master perform techniques.

The input pattern is simple:

  • A yellow ring closes in on the observation target.
  • You press the prompted button as the ring converges.
  • Accurate timing fills progress toward successfully “stealing” the art.

Hitting enough correct timings in sequence unlocks the Panacea Fan martial arts style for your character. After this, you can leave the dungeon by retracing your path out, slipping past the same scouts, or by allowing yourself to be captured, which also exits the area.

Royal Remedy Inner Way location inside the Panacea Fan dungeon

The Silver Needle Sanctum contains more than just the martial art unlock. A chest hidden off the main route holds Royal Remedy, an Inner Way that strengthens one of the Panacea Fan’s core heals.

Item Effect focus Location inside sanctum
Royal Remedy Boosts the healing effect of the Panacea Fan’s Cloudburst Healing skill. In a side room off the first large chamber, accessed through a low window to the left of the stairs leading down to the main yard.

From the sanctum’s first big room, look for a small window opening on the left side of the staircase that leads toward the main yard area. Crouch and squeeze through this window to reach a side corridor with additional guards and a chest at the end.

The Royal Remedy chest is guarded, and disabling those enemies cleanly is much easier with a specific Mystic Art.

Note: The Touch of Death Mystic Arts skill, rewarded by the Jianghu legacy story “The Realm Endures”, lets you silently eliminate guards that would otherwise complicate this route. Bringing it into the sanctum run makes reaching Royal Remedy far more straightforward.

Alternative unlock route: Silver Needles Sect

The Silver Needles Sect (also referred to as the Silver Needle Sect) offers another way to add Panacea Fan to your arsenal. Joining this sect and satisfying its internal conditions grants access to the Panacea Fan martial art without running the sanctum’s Skill Theft sequence.

Path What you do Trade-offs
Sect unlock Join the Silver Needles Sect and complete its required tasks. A natural fit if you already planned to align with this sect, but slower if you want a dedicated healer weapon as early as possible.

This route fits players leaning into a long-term healer or support role within sect content, or those who prefer to avoid stealth gameplay altogether.

Early-game option: choosing Panacea Fan from Qi Sheng

Qi Sheng, an NPC tied to the Oddities system, can grant Panacea Fan directly as a reward. When you deliver your first Oddity to him, one of the possible choices is the Panacea Fan martial art.

Step What happens
Report first Oddity You submit an Oddity to Qi Sheng and receive a reward choice that can include Panacea Fan.
Select Panacea Fan You immediately unlock the martial art without visiting the sanctum or a sect.

This is the fastest timeline to hold the weapon, but it competes with other useful early rewards. Once the Silver Needle Sanctum becomes accessible, the dungeon path is generally more efficient long term, because it grants both the art and Royal Remedy in one trip.

Panacea Fan core kit and role overview

Panacea Fan is built around Dewdrops, a resource that fuels its heals and resurrection tools. Light attacks provide steady ranged pressure, while heavy attacks and specific skills generate or consume Dewdrops.

Category Key martial art Function
Light attacks Fourfold Inquiry Up to four ranged light attacks, forming the basic damage pattern.
Healing skill Emerald Dewtouch Small direct heals to yourself or an ally, restoring Dewdrops with each hit and prioritizing the lowest HP target.
Martial skill Cloudburst Healing Generates Dew and summons a water clone that pulses small heals every second for a short duration.
Perception skill (martial) Endless Cloud Consumes all Dew stacks to push out a large area heal, synergizing with Soulshade Umbrella if equipped.
Special skill Light Dust After Morning Rain Consumes Dewdrops to apply a heal-over-time to you and the ally at the lowest HP, with higher self-healing in non-Arena content.
Special Perception Resurrection Replaces Light Dust After Morning Rain when a teammate is down, reviving them at the cost of Dewdrops.
Conversion Fan – Conversion Switches into the fan stance while slashing, tying Panacea Fan into dual-weapon setups.

Most of the stronger skills are gated behind talent tree nodes. Heavy attacks and charged skills, including Emerald Dewtouch, unlock after the third node; Special Skills such as Light Dust After Morning Rain and Resurrection unlock after the seventh node.

In practice, Panacea Fan plays as a resource manager:

  • Use heavy and ranged strikes to build Dewdrops.
  • Rotate Cloudburst Healing for area sustain and additional Dew when safe.
  • Spend Dew on Light Dust After Morning Rain or Endless Cloud when party health drops.
  • Trigger Resurrection sparingly on key teammates because of its long cooldown.

Panacea Fan is one of two main dedicated healer weapons, the other being the Soulshade Umbrella. Running them together creates a focused support loadout that keeps allies alive while still contributing buffs and passive effects.

Weapon Synergy with Panacea Fan
Soulshade Umbrella Can regenerate Dewdrops, apply passive healing fields, and provide a straightforward damage buff that complements a support-oriented Panacea Fan setup.

In this configuration, the umbrella handles background healing and buffs so you can focus the fan on high-impact heals, Dew generation, and revives. Endless Cloud is designed to auto-trigger a Soulshade Umbrella Special Skill when conditions are met, reinforcing this pairing.

Once the Silver Needle Sanctum is unlocked and a single Dragon Key is in hand, securing the Panacea Fan and its Royal Remedy Inner Way becomes a compact detour rather than a late-game project. From that point on, the game’s co-op and group encounters open up to a full healer role built around Dewdrops, clones, and resurrection.
