Step 1: Set up camp on Howling Hill and work through the Greymane "Grounds of the Sunrise" questline. Keep expanding the camp and completing quests until you finish "Rumor in Glenbright Farm," which recruits Brice, the wagon manager.

Step 2: Complete Greymane Commissions until Brice's Request unlocks. This sends you to the Timberturner Wainwright, located northeast of camp, where Brice evaluates wagon construction options.
