Flute of the Tides is a Mystic Skill in Where Winds Meet tied to a single Exploration quest in Jade Gate Pass, Hexi. The unlock is simple once you reach the right NPC, but it will not start until you complete the opening flute performance.

Flute of the Tides unlock trigger
The exact trigger is Monk Unknowing at Peaceward Camp. He stands near the Peaceward Camp Boundary Stone on a raised wooden platform and plays the flute.
You must do two things in order. First, play his score. Second, speak to him again after the performance ends so the Exploration quest properly begins.
The opening performance does not require a perfect result. Timing the notes closely is enough to move the quest forward.

Flute of the Tides quest steps
Step 1: Travel to Peaceward Camp in Jade Gate Pass. Find Monk Unknowing just ahead of the Peaceward Camp Boundary Stone.

Step 2: Talk to Monk Unknowing and play his flute piece, Kalavinka. Once the music ends, speak to him again to accept the Flute of the Tides Exploration quest.
Step 3: Follow the quest marker to Whitecrown Fortress, southeast of Peaceward Camp. At the marked spot, play the shorter flute section to complete that objective.

Step 4: Go to Heroic Tomb, also referred to as Heroes' Graves. Play the flute at the marked location there to finish Monk Unknowing’s second request.
Step 5: Return to Monk Unknowing in Peaceward Camp. Speak to him one final time to claim the Flute of the Tides.

How to know it worked
The unlock is confirmed when the Exploration quest ends, and the Flute of the Tides is awarded as your quest reward. If you are still missing the skill, the most common reason is that the first music performance was completed, but the follow-up conversation with Monk Unknowing was skipped.

After that first hit, the flute stays with you for 12.5 seconds and releases up to five sound-ripple sequences. Each sequence sends five melodic strikes toward five distinct targets, and each strike deals 65.00 percent Physical Attack, 19 Physical Damage, and other attribute damage in a small area.

Stormbone Bloom farming near Peaceward Camp
If you want to level the skill immediately after unlocking it, the closest farming route starts near Peaceward Camp. One nearby cluster has 37 flowers just north of the camp, and another easy route has 24 flowers to the west near Poplar Bazaar.
Some flower locations can spawn a skeletal bloom enemy. If that happens, clear it and continue harvesting.
Once the final conversation with Monk Unknowing is done, the skill is yours. If your goal is only the unlock, the quest ends there.
