How Whitecrown City starts
Step 1: Open your Journal and track Whitecrown City. The quest marker leads to the city entrance in the southeast part of Jade Gate Pass.
Step 2: Interact with the white beam at the gate and insist on entering. You will be pulled into a past version of Whitecrown City and pushed toward the first arena sequence.
Step 3: Move forward until the early Guo Xin encounter begins. That first fight is not the real finish line for the quest, so do not worry if the sequence ends and sends you back outside.

What to do after collecting the five flags
Step 1: Return to the Whitecrown City entrance and speak to the guard through the beam. This reopens the quest’s past-state version of the city.
Step 2: Touch the military flag inside the city to enter the first memory. That sequence moves to a grain tower in Wraithridge Pass.
Step 3: Follow the soldier through the tower, write the family letter at the table, and hand it to the courier. This is the required interaction that advances the memory.
Step 4: Go toward the second floor until the explosion blocks your path. Use Cloud Steps to climb the suspended debris and touch the next military flag.

Whitecrown City siege sequence
Step 1: In the next memory, use Cosmic Reversal to rebuild the broken route across the rooftops. The quest does not move forward until the path is restored.
Step 2: Use the ballista to shoot the flying siege monsters. Keep firing until the scripted destruction of the ballista happens.
Step 3: Use Cosmic Reversal again to create more temporary platforms and continue descending through the ruined area. A second ballista section follows and must also be cleared.
Step 4: Reach the fortified wall and help the soldiers defeat seven Utuk Raptors. Talk to the wounded soldier after the fight.
Step 5: After the next explosion freezes the scene, use Cloud Steps again on the suspended objects and touch the next military flag. This is the last movement gate before the boss setup.

What triggers the Guo Xin boss fight
The real Guo Xin fight starts after you reach the dusty road near the Hero's Tomb and place the military flags on the highlighted spots. If you have not placed the flags, the boss will not trigger.

How to know Whitecrown City is completed
The quest is not finished when Guo Xin falls in phase one, and it is not finished the moment phase two ends either. Whitecrown City only resolves after Guo Xin returns to normal, you speak to him, and the closing scene plays.
The practical confirmation is simple. If the conversation with Guo Xin has not happened, the quest is still active. If the cutscene ends and the Journal no longer keeps Whitecrown City as an active Campaign objective, the completion registered properly.
