Technique spins reroll your current technique, clan spins reroll your clan, and race spins reroll your race. These are core parts of your build, so using spins directly changes your current setup.
To spend those spins, go to the building near the spawn point and talk to the matching NPC. If you already have a rare roll you want to keep, store it in technique storage before spinning again, because a new spin replaces the equipped result.
