A strange radio broadcast at the Central Field Office kicks off “A New Directive,” an optional side story where Dylan Faden chases down a paranatural entity posing as a cafeteria worker named Fred. The real name is Fra Mauro, and it wants one thing: to become Director of the Federal Bureau of Control. Since it can bend the minds of everyone nearby, you cannot fight it head-on. You have to trick it into a containment unit dressed up as the office it craves.

Quick answer: Question Fred and Langston, sketch the real Director’s Office, furnish a containment unit as a fake office, paint Fra’s portrait, then have Zoe snap you out of the trance and radio Fra inside before sealing the blast door.


Where “A New Directive” starts

The campaign uses the Field Office in Central as its hub, and the quest starts there. Check your quest log for the task: identify the mystery caller whose radio broadcasts contain garbled speech. Leave the courtyard and climb the exterior stairs to the cafeteria container module, where you can find the source of the sound.

This is a self-contained side story with no combat. The whole loop is talk, gather, build, and lure, ending with a single button press that traps the entity.


Investigate the mystery caller

Enter the cafeteria and speak with the figure in the blue hazmat suit holding a coffee mug. This is Fred, and he answers in scrambled word salad, calling Dylan “Shepard” and referring to people and roles in symbolic terms. Choose the “Actually, I’m Dylan” and “That was a lot of words” prompts to get through the exchange.

Cross the central courtyard to the Field Panopticon console and speak with Frederick Langston. He identifies the entity’s true designation as Fra Mauro and explains its containment history, confirming it is dangerous because of its pacifying influence over anyone close by.

Return to the cafeteria and press Fred to explain what he wants. Work through the dialogue to decode that he wants to be the “belly lead of the brightest table,” his phrasing for the Director role.

Go back to Langston and report what Fra wants. Together you deduce he is after the Director’s job, and Langston agrees to the plan: build a fake Director’s Office inside a containment unit and lure the entity in.

Build the fake Director’s Office

Bring up the map and choose Oldest House: Central Executive for fast travel. Follow the Thomas Street corridor to Jesse Faden’s actual Director’s Office, then use the main desk to produce the Director’s Office Reference Sketch.

Travel back to the Field Office. On the street, locate the cargo container labeled FBC FIELD OFFICE DIRECTOR’S OFFICE. Collect the marked furnishings from the sidewalk—the chair, table, lamp, fan, and traffic cones—and place each one on its corresponding yellow “X” on the carpet inside.
Talk to Fred in the cafeteria again to invite him in. He refuses to move until his office has an official Director’s portrait on the wall.

Go to the lobby of the neighboring FBC office building, close to the Park stairs. Remove Director Faden’s Portrait from the wall beside the staircase; this will be your canvas.
Bring the painting to Fred and cover Jesse’s face with Fra Mauro’s hazmat mask to create Director Fra’s Portrait. Return to the containment unit and mount the portrait inside the yellow rectangle marked on the back wall.

Once the portrait is mounted, Dylan starts to fall under Fra’s psychic pull and bows to him instead of directing him. This is scripted and cannot be avoided at this point.


Spring the trap and seal Fra Mauro

Speak with Langston, who is now charmed as well. He tells you to spread the word by heading to Zoe at the Watchtower and telling her how great Fred is.
Fast travel to the Watchtower and talk to Zoe de Vera. She snaps Dylan out of the mental haze so you can carry out the real plan instead of serving the entity.
At the radio console beside Zoe, reach Fra Mauro and let him know his Director’s Office is ready. Choose the “Your office is ready” dialogue option to get him to come inside.
Fast travel back to the Field Office and rush down to the container where Fra is now admiring his new office. Hit the external door panel button to lower the blast door and lock him inside.

How to confirm the quest is complete and its rewards

Once the door seals, the quest log flips to Quest Completed for “A New Directive,” confirming Fra Mauro is contained. The wrap-up hands you upgrade materials and a chunk of the Central zone resource.
