Quick answer: Pull Odette first. She enables the new Stellar Glimmer reaction and buffs its damage, making her the most future-proof unit in 7.0. Ineffa is next for flexible off-field value, Flins third if you own his supports, and Arlecchino last unless you simply want her.

Odette sits at the top without much competition. She is a powerful sub-DPS who both enables the new Stellar Glimmer reaction and boosts the team’s Stellar Glimmer damage. That combination matters because Stellar Glimmer is the meta reaction going forward.
Her team options are limited right now, but that is expected to change quickly. More characters built around Stellar Glimmer are on the way, and Odette is positioned to slot into all of them. Getting her early means you are ready for that lineup instead of chasing it later.

Ineffa is the most flexible rerun
Ineffa is built around the Lunar-Charged reaction, but her real strength is versatility. She works as both a sub-DPS and a support, enabling Lunar-Charged, buffing the active character’s Elemental Mastery, and providing a shield for survivability.
Because Lunar-Charged lets both the Hydro and Electro auras sit on an enemy at once, Ineffa also fits into other setups such as Hyperbloom and Overload. That reach across multiple team types is what pushes her above the remaining two. She becomes an even higher priority if you already own Flins.
Flins hits hard, but only with the right supports
Flins is genuinely one of the best main DPS units in the game and a top-tier Lunar-Charged carry. His problem is not power, it is dependency. He performs best alongside a narrow group of supports such as Columbina, Ineffa, and Aino, which makes his team building restrictive.
Only pull Flins if you already have those supports or plan to invest in them. Without that backing, his output drops and he ends up feeling like a lackluster carry rather than the powerhouse he can be.

Arlecchino is the skip unless you love her
Arlecchino was once arguably the best main DPS in the game, and she is still a strong damage dealer. The issue is context. The newer characters out of Nod-Krai and Natlan have pulled ahead of her, and the current enemy mechanics do not play to her strengths, so she takes longer to clear the same content.
None of that makes her bad, it just makes her the lowest-value option among these four. Pull Arlecchino because you want her, not because you expect meta returns.

The four featured 5-stars are split across two phases, so you do not have to choose between all of them at once. Odette and Arlecchino share Phase 1, while Ineffa and Flins return in Phase 2. The 4-star Electro unit Alyosha appears alongside Sucrose and Lynette across the Phase 1 banners.
