Who stole the vanilla flour: vote Arthur (The Postal Worker)
The board lists Elias Doom, Tommy (The Delivery Driver), Gary (The Ski-Mask Guy), Greg (The Angry Customer), Beatrice (Rival Baker), Sam (Baker’s Co-Worker), Marcus (Room 4 Resident), and Arthur (The Postal Worker). Room 4 is deliberately loaded to point at Marcus, and that is the trap. The delivery code hidden under his pillow, combined with the fingerprint results and the trail of vanilla powder, shows the resident was set up rather than responsible.
Arthur is the correct answer. Open the case file, choose END INVESTIGATION, then use VOTE SUSPECT in the interrogation room and select Arthur (The Postal Worker).
How to confirm the case is solved
A correct vote plays a cutscene and then hands you over to the BLOXIA COURT OF LAW verdict screen, which lists the charges filed against the culprit. For this case they are grand larceny, commercial burglary, and coercion. Once that screen appears, the options shift to REPLAY and RETURN TO LOBBY.
If the End Investigation option is greyed out or missing, the cause is almost always the same thing. You are short of the seven evidence pieces, a fingerprint is still sitting in your inventory unanalyzed at the police car, or the 365 code has not been entered on the delivery board yet. Working backwards through those three checks clears it every time.
Note: the storage room is the easiest spot to under-search. Its poster and the freezer fingerprint are both counted, and neither is picked up by walking through the room with your tools stowed.
Played in order, the whole map is a dependency chain rather than a puzzle box. The coin buys the phone call, the call buys the manhole keys, and each door after that hands you the tool for the next one. Slow down only for the two moments the game hides things behind tools, the magnifying glass on the freezer and the UV light under the Room 4 pillow, and the vote at the end is straightforward.
