Follow the red wisps north of Briar Sloughs, beat the Ravenous Bear, and open the chest for the amulet and 100 XP.

The Watermill Hills treasure sits at the end of a Will-o-the-wisp trail in the forest north of Briar Sloughs. Chasing the glowing wisps starts the Wisp Treasure Hunt: Watermill Hills quest, walks Coen past a boss fight, and finishes at a chest tucked beside a cluster of dead bodies.

Quick answer: Fast travel to the Sloughside Mill Shrine, head west up the slope until the bright red wisps appear, follow them southwest to kill the Ravenous Bear, then keep chasing them northwest and back down east to reach the treasure chest. Opening it costs 1 in-game hour and completing the hunt grants 100 XP and one skill point.

Where to start the Wisp Treasure Hunt

The nearest fast-travel point is the Sloughside Mill Shrine. That waypoint unlocks automatically if you already investigated the mill to learn more about the rebels, so most players will have it before reaching this area.

From the shrine, turn west and climb the slope. The Will-o-the-wisps appear part way up. They glow bright red and are easy to spot, especially at night. The quest triggers on its own the moment Coen gets close to them, so there is nothing extra to activate.

Following the wisps to the treasure

Once the wisps appear, start moving southwest toward a cliff. The wisps lead the way, so keep them in sight and stay on the path they mark.

At the end of that path you meet a Ravenous Bear boss. The bear has three large chunks of health. Block and parry its normal swings to save stamina, and dodge the red attacks, since Coen cannot block those. The bear gives 36 XP and can be looted for meat, liver, and bones.
With the bear dead, pick the wisps back up. They wait nearby, then guide you up the hill to the northwest before turning and heading down to the east.
At the bottom of that eastern route you find several dead bodies and the treasure chest. Interact with the chest to open it. This costs 1 in-game hour of your time segment.

Tip: If you want to check the loot before committing the hour, open the chest, look at what dropped, then reload your save to recover the spent time.

If the wisps never show up, you are likely on the wrong side of the shrine. Return to Sloughside Mill Shrine, head west, and climb until the red lights appear. The Ravenous Bear is the only real obstacle along the route, so level up your skills first if its red attacks are cutting through your health too quickly.
