Treasure maps in The Blood of Dawnwalker are short, self-contained side quests, and the Rockfalls one pays out far better than the effort suggests. The map itself is not found in Rockfalls at all — it sits in a bandit camp several regions away, and picking it up is what puts the dig site on your map.
Quick answer: Clear the Bandit Camp in Vallis Sarcora and loot the chest for Treasure Map: Split Rock, then track the quest to Rockfalls, find the large split boulder in the snow, and dig the highlighted patch of ground beside it.

The stash is nowhere near the camp you just cleared. The quest marker drops into the snowy Rockfalls region, so plan on a long trip north before you can cash the map in.

This is a high-tier stash for a map quest. Alongside coin and a consumable, the chest holds a legendary chest armour piece and a master-tier greatsword.

Note: hauling a heavy chestpiece and a greatsword out at once can push you straight into You are Overencumbered. If that happens, sell or drop junk before you set off, or make the trip back to a merchant in short hops.
If the quest will not start or the dig prompt does not appear
Two things commonly go wrong here, and both are easy to check. If the quest never appeared in your log, the map is still in the camp — clearing the bandits alone does nothing, and the chest holding Treasure Map: Split Rock has to be opened and the item actually taken.
If you are standing in the Rockfalls search zone with no dig prompt, you are almost certainly at the wrong rock. The interaction only appears when the ground itself highlights, so circle the base of the split boulder rather than the surrounding cliffs.
Because the map and the treasure sit in completely different regions, the practical move is to grab the map whenever you clear that Vallis Sarcora camp and leave the dig for the next time your route takes you through Rockfalls. The quest sits quietly in your log until you get there.
