The real Guo Xin fight starts after you reach the dusty road near the Hero’s Tomb and place the military flags on the highlighted spots. If you have not placed the flags, the boss will not trigger.

How to know Whitecrown City is completed
The quest is not finished when Guo Xin falls in phase one, and it is not finished the moment phase two ends either. Whitecrown City only resolves after Guo Xin returns to normal, you speak to him, and the closing scene plays.
The practical confirmation is simple. If the conversation with Guo Xin has not happened, the quest is still active. If the cutscene ends and the Journal no longer keeps Whitecrown City as an active Campaign objective, the completion registered properly.
