Dial 100 from the phone booth in St. Amelia’s Town Square and you wake up in a room at the Haldane Hotel with one way forward: a bathroom door sealed by a wheel lock that wants a day, a month, and a year. It is the first real puzzle in Silent Hill: Townfall, and it will not budge until all three rings are set.
Quick answer: Set the top wheel to 18, the middle wheel to January, and the bottom wheel to 1996. The lock retracts on its own once all three match.
How you reach the locked hotel door
Begin at the phone booth in Town Square, Coastal District — South. The flyer beside it displays three numbers, and you need 100. Calling that number sends you into the Elsewhere version of the Haldane Hotel room, automatically adding the CRTV to your inventory as you pass through.
From there the room is small and there is nothing to fight. The only exit is the bedroom door fitted with a stack of concentric rings, which is what the game wants you to solve before it lets you into the bathroom.

The CRTV signal that gives you 18 and January
Pull out the CRTV and tune until you land on the second yellow signal, then store it so you can play the recording back. The number 18 flashes up near the start of the footage. Keep the clip running and a later shot shows a pencil resting on January in a calendar, which covers the middle wheel.
Looking down at the CRTV costs you your view of the room, so watch the whole clip through in one go rather than dipping in and out.
The room service memo that gives you the year
The last value is not on television. Walk to the desk and examine the Room Service Card, a printed menu listing hotel extensions and local contact details. The year the menu was produced sits on the document, and that is the number the bottom wheel wants — 1996.

How to confirm the lock opened
There is no prompt to press once the three values match. The mechanism clicks and pulls back by itself, the camera steps away from the lock, and a normal door prompt appears. If nothing happens, one of the rings is off by a notch, so nudge each one until it settles firmly in its slot.
Open the door and you step into the hotel bathroom, with the sink and lit mirror ahead of you. Sitting on the counter is the Room 204 Key, which unlocks the hotel room door and moves the chapter along. Pick it up before you leave the bathroom, because the puzzle exists purely to hand you that key.
