It is a scene Dylan wants to draw, and he refuses to sit down and sketch it until the setup looks finished.
Quick answer: Go to the Deserted Area south of the Oldest House in Downtown, carry the spare lawn chair and the beach umbrella from the nearby dumpsters onto the blue tarp, then use the Draw prompt.
Where to find the Beach Day secret in Downtown
The scene sits in the Deserted Area, the stretch of Downtown just south of the Oldest House and the Central Checkpoint. Open the map and you will see it flagged with a Secret marker, which is the same tag the game uses for other one-off discoveries scattered around Manhattan.
Getting there is a street-level walk out of Downtown’s interiors and into the blocks below. You can follow the roads, but the quicker route is upward.
Climb an alley wall and cut across the rooftops instead of weaving through the blocks below. Vaulting the low rooftop walls lets you skip several intersections and drop straight down into the lot.
You will know you are in the right spot when you land in a construction lot facing a large A New You Awaits billboard, with the blue tarp spread out on the ground below it.

Two of the four pieces are already in place when you arrive. The other two are sitting a few steps away in the alley corner next to the dumpsters, and both have to end up on the tarp before the interaction changes.

How to finish the beach scene and trigger Draw
If the prompt still says anything other than Draw, one of the two props has not been set down on the tarp yet. Check the alley corner again.
How to confirm the Beach Day sketch unlocked
When the cutscene ends, a collectible notification for Beach Day appears on screen. That pop-up is the confirmation, and the scene is done the moment it fires.
To double-check it registered, open the Archives menu and look under Dylan’s Sketchbook. The finished Beach Day pencil drawing will be sitting there as a viewable entry. If the page is still blank, the Draw interaction did not complete, and you can walk back to the lot and use it again.
Sketchbook entries are one of the collectible categories tracked across Manhattan’s zones, so this is one of several scattered through the city rather than a one-off. None of it is permanently missable either. Every zone stays open after the story wraps, which means the lot in the Deserted Area will still be there if you walk past it the first time.
