A memory pulled out of the past in Genshin Impact’s Version 7.1 Archon Quest finally puts numbers, or at least limits, on something the game has danced around for years. The Ruler of Death is not free to do as she pleases. She works inside a framework set by the Heavenly Principles, and that framework has a loophole she and Rhinedottir agreed to exploit.
Quick answer: Ronova cannot kill permanently on her own authority. Celestia only inspects Teyvat at intervals while the Heavenly Principles slumber, so a death followed by a revival inside that gap counts as no sin.
The rules of death the memory spells out
Ronova’s voice comes first over a mostly empty screen, with portions of her speech obscured. She says a reckoning awaits when a particular person awakens. Rhinedottir then replies from a featureless white expanse, stating plainly that death must not be misused and that the Heavenly Principles care for humanity.
From there, the two of them lay out the constraints they are working under. These are the operating rules the rest of the quest hangs on.

Three figures speak across the snippet, and the reason two of them share a title takes a moment to untangle. Rhinedottir devoured Naberius’s heart after finding it with Albedo, absorbing her powers and her duties as the Ruler of Life. Naberius lost her agency in that fusion, but her consciousness persists and still objects to how Rhinedottir uses the power.

Both Ronova and Naberius predate any Archon. They were created by the Heavenly Principles as part of the Four Great Rulers, which is exactly why their freedom of action is limited in the first place.
How the curse of death was designed to slip past Celestia
Ronova asks directly whether she has Rhinedottir’s help. Rhinedottir’s counter-proposal is the mechanism the Traveler’s group is now living under: cast a curse of death with precise trigger conditions, let it fire, then revive the victims before Celestia’s next sweep registers anything. She calls the approach simple, and risky.
The trigger itself is the important detail. The curse activates when its targets make substantial progress, which means it functions less as an execution and more as a ceiling. Push far enough and you die. Get revived, and nothing was technically violated.
Naberius pushes back
Midway through, the background shifts to cyan digital cubes and Naberius joins the exchange. She presses Rhinedottir on the risk being taken and on what the Four Shades are actually responsible for while the Heavenly Principles sleep. The two skip the longer argument about identity and responsibility, having had it before.
Rhinedottir ultimately agrees to assist Ronova, with one condition. She wants to stay out of sight, because she has acquaintances in Snezhnaya. Ronova accepts.
Where the memory appears in the 7.1 Archon Quest
The snippet is obtained during Light and Shadow, Intertwined, after Tsaritsa Anastasya and Danica encounter Vesna, Commander of the Druzhna, with Pierro, the Traveler, and Paimon present. Pierro says the Ruler of Death’s interference has halted both energy research and Project Mistilteinn.
The retrieval itself runs through the Mirror of Remembrance, a large suspended crystal built by the Armory Palace. It works because of what two people in the room carry: Mitya bears the mark of the Ruler of Death, while Vesna inherited a fraction of the Ruler of Life’s power. Pierro channels energy into the prism, and the past opens up.
Once the memory ends, Regrator and Sandrone arrive and ask whether Vesna’s authority can be turned directly against death. Sandrone suggests extracting Seals of Life from living beings to build resistance. Vesna demonstrates on Danica, then explains the catch — Seals of Life are bound up with cherished memories, and damaging one can cost the owner those memories.
When Vesna draws the Tsaritsa’s Seal of Life, she finds it holds no memories at all — only an empty expanse of white snow.
What the group takes away: soul erosion and the loophole hunt
Back in the present, Mitya works out that the Ruler of Life has a role in this alongside the Ruler of Death, and confirms the resurrection clause. Vesna reads it optimistically — if Ronova is bound by rules, she cannot kill them for good, so victory stays on the table.
Mitya is less cheerful about it. Repeated deaths damage memory and erode the soul, which means surviving the loophole is not the same as being unharmed by it. The cost simply moves from the body to the mind.
Pierro closes the scene with the warning that actually matters going forward. Ronova has been searching for ways around the restrictions the Heavenly Principles placed on her, so the rules protecting the group are not guaranteed to hold. For now, they are a shield. That is not the same as a guarantee.
