Locked doors and containers marked Clearance 02 start appearing early in Control Resonant, well before Dylan has the access to open them. The Level 2 Keycard is not a hidden collectible and does not sit at the end of an optional path. It is handed to Dylan as part of the main story, so you cannot lock yourself out of it.

Quick answer: You get the Level 2 Keycard during the main story mission Evacuation Procedures, when Arish gives it to Dylan after the elevator escape is blocked by the Hiss.

When you unlock Clearance Level 2

This keycard belongs to Evacuation Procedures, a mission in the Contain the Crisis storyline. The campaign requires it, so it cannot be permanently missed. If you have already found a Clearance 02 door without access, keep progressing through the main story to this mission.

You do need to play through a large chunk of the mission first. The card only appears once you have located the survivor and started leading him back out, so it arrives fairly late in the sequence rather than at the start.

How to reach Arish in the Evac Building

Use the mission marker to enter the Evacuation Zone, then approach the large structure behind the tremors. A Hiss barrier seals the entrance when you arrive.
Take out all three Hiss orbs (Hiss Nodes) in the nearby area to remove the barrier. Track them by following the red trails and the debris suspended in the air.
With the barrier gone, enter the Evac Building and take the elevator on the left up to the 12th floor. Follow the available route and clear the enemy groups you meet on the way up.
Farther ahead, a Hiss orb prevents you from reaching an elevator. Destroy the orb, ride the elevator up to the 15th floor, then proceed until your objective switches to finding the survivor.
You’ll find Arish. Talk to him, then start escorting him back toward the elevator.
The escape is interrupted when a Hiss orb blocks the route. Destroy it, then interact with Arish again. At this point he hands Dylan the Level 2 Keycard, permanently granting Clearance Level 2.

How to confirm you have the keycard

The moment Arish gives it over, a HUD pop-up reads +1 Level 2 Keycard on the left of the screen. You can also confirm the mission state from the pause menu, where Evacuation Procedures shows under Main Story: Contain the Crisis in the Quest Log.

Once the notification appears, the nearby security door 02 that displayed Insufficient Clearance Level can be opened straight away, confirming the access is active.

What Clearance Level 2 opens

Clearance Level 2 lets Dylan open any door or container marked with the matching security requirement. You will start using it almost immediately, because the rest of Evacuation Procedures routes you back through areas with rooms and material crates you could not reach before.

  • Doors and containers labeled Clearance 02 throughout the Evac Building.
  • Extra material crates on the return trip through Evacuation Procedures.
  • Locked containers back at the Field Office, worth revisiting once you have the card.

Opening the SHÜM III arcade room

Once you have the keycard, continue Evacuation Procedures until you return to the Ground Floor. Check the lobby again before leaving the Evac Building. Use the Level 2 Keycard on the door facing the Customization closet; inside is the area’s SHÜM III arcade machine. If you spotted the locked room on your way in, there’s no separate key to find—Arish grants clearance during this mission.

There is no way to collect the card early or from an alternate spot. Any Clearance 02 lock you have passed simply waits until you reach this stage of the story, and once Dylan has the card the access carries over to every earlier location you return to.
