Land Color: Falling Stars is a Journey side quest in Aniimo set in Tideblossom Coast, and it closes out the Fragrant Dream chapter as the tenth and final quest. Finishing it comes down to handing one perfume to one dream at the Amethyst Tree.
Quick answer: Bring the Peace of Mind perfume to the Amethyst Tree in Tideblossom Coast, then give it to the Colorless Dream: Falling Stars to complete the quest.
How to unlock Land Color: Falling Stars
The quest becomes available after you clear the A New Journey main story quest. Once that is done, head to the Amethyst Tree in Tideblossom Coast and inspect the seedling growing at its center. Ten Colorless Dreams will appear in a ring around the seedling.
This step chains off the Clue: Colorless Dream: Falling Stars trigger, so the Colorless Dream: Falling Stars will be one of the dreams waiting at the tree.

Get the Peace of Mind perfume first
You cannot finish Land Color: Falling Stars without the Peace of Mind perfume in your inventory. That perfume is the reward for completing the A Fragrant Journey: Forest of Falling Stars side quest.
To earn it, follow the clue The Performer Looks Anxious in the Forest of Falling Stars and talk to Dael at the front of the Nest of Stars. You then Twine as a Celestis, enter the Nest of Stars, collect three Large Starines, and offer them to the three nests at the center. A cutscene drops a Treasured Large Starine. Hand that to Dael, and he gives you the Peace of Mind perfume.
One of the three Large Starines is locked behind Dum-Dum, who asks for 10 Starines before releasing the one on the wall. Starines are scattered freely around the Forest of Falling Stars, so grab them as you explore.

How to confirm it worked
The moment you hand over the perfume, the Colorless Dream: Falling Stars regains its color and the delivery objective, Give color to the Colorless Dream: Falling Stars, ticks off. The quest log marks Land Color: Falling Stars as complete, and the Glimmer and Safaris land in your inventory. Since this is the last of the ten Fragrant Dream quests, finishing it also wraps up the chapter.
