Because no fixed loot zone is assigned to it, the practical approach is to search general scavenging spots and pick it up when it appears.
If you need more than one and the marketplace is active on your server, you can also buy it. Recent trade activity put its median value around 56 Seeds over a 24-hour window, with a small number of trades clearing at that price.
Note: The Tellurion cannot be recycled and cannot be salvaged, and it is not produced as a byproduct of recycling or salvaging any other item. Every copy you hold has to come from scavenging or trading.
