Sandrone arrives as a 5-star Cryo claymore character in Genshin Impact 6.7 (Luna VIII), the final patch of the Nod-Krai cycle, and she brings the new Stella Superconduct reaction with her. You do not have to max every talent. If you are stretched on resin, prioritise the Normal Attack first, then the Elemental Burst, and leave the Elemental Skill for last since its value is mostly mechanical.

Tip: Spend your resin on the day-gated talent books and weapon ascension materials first, since those domains only open on certain days. On off-days, run the Watcher: Fallen Vigil boss or your weekly boss, and pick up Subdetection Units passively while exploring.
What you cannot pre-farm yet
Two parts of Sandrone’s checklist are tied to content that unlocks with the new version. The Lunar Iron weapon materials only appear after the Nod-Krai map expansion goes live, so there is no way to bank them in advance. The weekly boss drop, Madman’s Restraint, is gated behind weekly resets and is fully RNG, which means you may need several weeks of clears to gather all 18.
Everything else is fair game now. If you secure the Vagrancy books, Drive Shafts, Subdetection Units, Shivada Jade gems, and Plume of the Fallen Watcher ahead of time, you will only have those two time-gated items left to chase after 6.7 lands, letting you ascend Sandrone and her claymore almost immediately and start running Stella Superconduct teams on day one.
