Buso Haki, Observation Haki, Sky Walk, and Flash Step are the four upgrades that decide how fast you move and how hard you hit in Haze Piece. Each one is taught by a specific NPC, and each level is gated behind a set amount of cash and a minimum character level. There is no shortcut around those numbers, so the fastest path is knowing exactly where the trainer stands and what to bring before you sail there.
Quick answer: Learn Sky Walk at the Rocky Pillars east of Starter Island and Flash Step in Clown Town first for cheap mobility, then grind cash and levels to unlock Buso Haki (Logue Town, then Revolutionary Island) and Observation Haki (Marine Base Island, then Bubble Island, then Desert Island in Sea 2).

Buso Haki: trainers, cost, and damage bonus
Buso Haki lets you deal damage to Logia Devil Fruit users even after they turn their body into an element. It also raises your Sword and Combat damage. There are two levels, each with its own trainer on a different island.

To reach Revolutionary Island for the second trainer, start from Logue Town with Old Man Silver on your right and sail straight ahead. Pass the island covered in giant trees on your left, and the next island with large rock pillars is your destination. Talk to the trainer and press Accept once you meet the requirements.

Observation Haki reads incoming attacks and dodges them automatically, and higher levels give you more consecutive dodges. Each trainer is an NPC shown dancing, which makes them easy to spot once you are on the right island.

For Observation Haki Level 3 you must first travel to Second Sea, the zone added in the Sea 2 Magnet update. Desert Island appears as the Level 2700 island on the map. Land there, head to the large clock tower, and check the opposite side of it to find the dancing v3 trainer.
Note: To reach Bubble Island from Starter Island, start at the AFK Rewards fire, go straight past the Rocky Pillars, pass under the Sky Island above, and Bubble Island appears on your right, covered in large trees.

Sky Walk: the hidden trainer at the Rocky Pillars
Sky Walk lets you jump in midair, and each level adds more jumps before you touch the ground. Unlike the other skills, every Sky Walk level is bought from the same trainer, and that trainer is tucked inside a hidden room.

Flash Step: fast movement trainers
Flash Step gives you short bursts of speed that make your character move faster than the eye can track, so it reads almost like a short teleport. It is the cheapest mobility skill to start, with the first level available very early.

Fastest order to unlock everything
Because level is the hardest gate to clear, buy what you can early and let the rest follow as you climb. Sky Walk Level 1 and Flash Step Level 1 both cost very little and have no level requirement, so grab them first to speed up travel and grinding. Buso Haki Level 1 opens next at level 350, and Observation Haki Level 1 becomes possible at level 600.
The mid-tier upgrades cluster together, so plan a single trip to Bubble Island once you hit level 1500 to pick up both Observation Haki Level 2 and Flash Step Level 3. Save the biggest requirements for last, since Observation Haki Level 3 needs level 2500, one million Beli, and access to Second Sea.

How to confirm a skill unlocked
Each trainer only offers the upgrade when you already meet both the cash cost and the minimum level. When you interact and accept, the money is deducted and the new level takes effect immediately. You can verify it in-game by testing the result: extra midair jumps for Sky Walk, more consecutive dodges for Observation Haki, higher Sword and Combat damage for Buso Haki, and a longer speed burst for Flash Step.
If the trainer refuses to sell, the cause is almost always one of two things. Either your character level is below the listed minimum, or you do not have enough cash on hand. Meet both numbers, return to the same NPC, and the upgrade will go through.
