Because dying in the fog means losing everything you carried in, these ready-made kits are the safest way to keep running early-game expeditions. You unlock the system right after the tutorial, and every bag lives in your Warehouse under the Combat Bag tab.
Quick answer: Get more Combat Bags by sending the Scavenger Squad on expeditions through Twig, spending Echo of Fate in the Season Store, and hitting the Duskborn and Mistwalker tiers on the Path of Glory track. The Scavenger Squad is the most repeatable source since you can dispatch it every hour.
Combat Bag rarities and inventory limits
There are five Combat Bags in total. Four sit under the Normal tab in your Warehouse, and the fifth appears under the Limited tab. Higher rarities carry stronger gear and better healing items, but each type has a maximum amount you can hold. Once you hit that cap, any extra bags of that type are wasted, so it pays to use them before farming more.

You cannot guarantee a bag from any single run, but upgrading the Scavenger Squad unlocks better expeditions. Those higher-tier trips improve your odds of returning with a Pro Combat Bag or better.
Buy bags with Echo of Fate in the Season Store
The Season tab holds a currency route through the Fate Chart. Completing its repeatable quests earns Echo of Fate, which you then spend in the Season Store. You can bank up to 3,000 Echo of Fate per week, which is enough to pick up both the Pro Combat Bag and the Advanced Combat Bag on offer.
Note: The Fate Chart runs as a time-limited event, so this method may not be active on your account depending on when you check. If the tab is empty, lean on the Scavenger Squad and Path of Glory instead.
Earn bags free through Path of Glory
Path of Glory is a progression track you enable before a run. You earn progression points based on how well you perform in a match, and reaching set tiers hands out Combat Bags at no cost. Each tier also requires you to complete three matches before the reward unlocks.

How to confirm a bag was added
New Combat Bags appear in your Warehouse under the Combat Bag tab, split across the Normal and Limited sections. If the count for a bag type does not go up after a source pays out, it is almost always because that type has already reached its inventory cap. The Novice bag caps at 10, so use a few before farming more to avoid overflow.
Since the Scavenger Squad resets on an hourly cycle, treating those expeditions as a routine keeps a steady supply of bags flowing while you chase the rarer Pro, Elite, and Limited kits through the Season Store and Path of Glory.
