Some are Captain-level Soul Reapers running the new Gotei 13, others are Quincy and Arrancar who survived wounds that looked fatal on screen. The ranking below sorts the ten strongest surviving female characters by raw combat power and confirmed feats as the war ends.
Quick answer: Senjumaru Shutara sits at the top. Her full-power Bankai defeated all four of Yhwach’s royal guards plus Jugram and Uryu, and its release sent tremors through the Three Worlds.

The two members of the Royal Guard on this list sit above everyone else, and the gap is wide. Squad Zero as a group is said to outmatch the entire Gotei 13 combined, so any single member already outclasses a standard Captain.
Senjumaru Shutara earns the top spot outright. Her Shikai alone, a simple sewing needle, put down Nianzol, a Captain-level Sternritter. Once the Blood Oath’s Seal broke and she released her Bankai, she took out all four of Yhwach’s royal guards, including Lille Barro, Gerard Valkyrie, and Pernida, then dropped Jugram and Uryu on top of that. They only came back because Yhwach revived them with Auswahlen. Her single real loss came when Uryu used the Antithesis to swap places with her, meaning she was effectively beaten by her own Bankai rather than by an enemy’s power.
Kirio Hikifune ranks second. She was Captain of Squad 12 before her promotion to Squad Zero, which she earned for creating the Gikon. She never revealed her Shikai’s full ability, and her Bankai stayed sealed by the Blood Oath’s Seal, yet its power alone can reverberate through the whole Soul Society. She held her own against Pernida, the sentient Left Arm of the Soul King, while not at full strength. Losing that fight against a God-like being does little to dent her standing.
A tier: Captains and rulers
These three can win against Captain-level opposition on their own terms. Each brings a different edge, speed, absolute-zero ice, or Vasto Lorde-class water control.
Yoruichi Shihoin is arguably the fastest and most skilled martial artist in the series. As the former head of the Shihoin Clan, commander of the Stealth Force, and Captain of Squad 2, she mastered Shunpo well enough to earn the “Flash Goddess” name, and she is credited with creating Shunko. She would have beaten Askin Nakk Le Vaar easily if his Schrift had not made him immune to her spiritual energy, and she cracked through Aizen’s enhanced body when he was still evolving thanks to the Hogyoku.

Rukia Kuchiki completes her long climb here. Training at the Soul King’s Palace unlocked the true nature of her Zanpakuto and let her freeze targets at absolute zero, and it gave her Bankai, Hakka no Togame. With it she instantly froze and destroyed As Nodt, a clearly Captain-level Sternritter. Years after Yhwach’s defeat she becomes the new Captain of Squad 13, sealing her place among the strongest Soul Reapers of the new era.

Tier Harribel is arguably the strongest Arrancar in Hueco Mundo. As the final-generation Third Espada and a Vasto Lorde-level Hollow, her combat ability surpasses most Soul Reaper Captains. Her Resurreccion lets her create and control water, and she fought evenly with Toshiro Hitsugaya’s Bankai while also holding off Lisa and Hiyori at the same time. Her only serious wound came from Aizen’s betrayal. She is later rescued and returns to ruling Hueco Mundo alongside Nel.

B tier: strong front-liners
Both fighters here can trade blows with Espada and Captain-tier enemies, but they land under the A group either on ceiling or on confirmed feats.
Nelliel Tu Odelschwanck moves up now that Kisuke Urahara has let her stay in her adult form, which means she can reach her full power at will. As the former Third Espada she overpowered Nnoitra Gilga, whose body was tough enough that only someone like Kenpachi could cut him. She can absorb energy attacks such as a Cero and fire her own back, and she withstood Askin’s Gift Ball Deluxe long enough to save Urahara and Grimmjow. Her Resurreccion turns her into a centaur-like fighter with a powerful lance.

Lisa Yadomaru returns to the Soul Society as one of the new Gotei 13 Captains. As a Visored she sharply boosts her speed and strength with her Hollow mask, can cut down a Menos Grande one-handed, and fires powerful Cero blasts. She kept pace with the Third Espada during the Fake Karakura Town arc, and becoming Captain of Squad 8 confirms she has achieved Bankai, even if it has not been shown yet.

C tier: dangerous, but diminished
The bottom of this list still holds real threats. Two are former Sternritter whose Schrifts lost some bite after Yhwach’s Auswahlen drained them, and one is a lieutenant still working toward Bankai.
Liltotto Lamperd wields The Glutton, one of the more frightening Schrifts, shifting her mouth into an extendable maw that can devour almost anything. She ate a fellow Sternritter during the second invasion, proof she can tear a Captain apart given the chance. She survives Yhwach’s attack and becomes the leader of the remaining Quincy, dealing directly with the Soul Reapers. The Glutton lost some power, but it still cuts.

Giselle Gewelle carries The Zombie, which let her blood take control of others and made her essentially immortal. She needs more blood to seize Lieutenants and Captains, and she can only control Quincy who are already dead. She survives her wounds and agrees to work with the Soul Reapers in exchange for freeing other Quincy survivors. Auswahlen weakened The Zombie, but she can still use it.

Rangiku Matsumoto rounds out the list as the most senior lieutenant of the Gotei 13. Her Zanpakuto, Haineko, breaks its blade into ash that can tear an enemy apart, and she can beat an Arrancar Fraccion one-on-one. She held her own against Harribel’s three Fraccion before their numbers overwhelmed her, and she went down to Cang Du, whose iron-hard body carried Toshiro’s stolen Bankai. She can reach Bankai, which puts her near Captain level, but Haineko is as lazy as she is, so it is taking longer than it should.

The shape of this ranking follows one simple rule. Squad Zero’s power ceiling is untouchable, so Senjumaru and Kirio lead. Below them, access to a proven Bankai or Resurreccion and the record of beating Captain-level foes decides everything, which is why Yoruichi, Rukia, and Harribel edge ahead of fighters whose best tools were blunted by the end of the war.
