You can reach the eastern island by using Waterfall north of Tinkmaster’s big tower, or by taking a Lift down from the huge skyscraper. This part of the map is full of abandoned office buildings, so Computers are easy to find lying around, and a CD Player sits nearby as well.

Porygon wants some music before it teaches you the recipe. The task is simple: get a CD Player and a CD, set the player down near Porygon’s home, and press play.
You will know it worked when the two recipes are added to your list. If nothing happens, check that the CD is actually loaded into the player and that the player is placed close enough to Porygon’s home.
Craft the Wireless Power Transmitter
Both recipes are cheap. One Pokémetal makes a single Transmitter, and one Pokémetal makes a single Switch, crafted at a Workbench. As long as you keep a stock of Pokémetal and Pokémetal fragments with a smelting furnace running, you will never run short of this endgame material.
How the Wireless Power Transmitter works
Treat the Transmitter as a direct swap for the Utility Pole. It has the same reach and passes power the same way, but it is smaller and leaves no cables cluttering your streets. You can even bury it in the ground, which is much easier than doing the same with a Utility Pole.
Each Transmitter still needs a nearby power source to feed it. A Mini Generator, Windmill, Furnace, or Waterwheel placed close by will supply the electricity. The Wireless Power-Transmitter Switch works alongside it too. Set the Switch near a Transmitter, and you can turn an appliance on or off from a distance.
