If you would rather unlock the blueprint through your base, the Research Station in the Workshop can learn it. This path needs the Outpost unlocked first, after which you build the station and spend materials to research the recipe.

Loot the blueprint during major map conditions
The blueprint can also drop out in the world, but it has no fixed spawn, so it is never guaranteed at a single spot. Blueprints appear in containers while scavenging, and your odds climb during major map conditions. Running raids under Night Raid or Electromagnetic Storm, and searching containers such as Weapon Cases and Raider Caches, gives you the best chance of pulling one.
You can also grab the hook itself without the blueprint. Nomadic Envoys sell the Grappling Hook through the Traders tab, and some new Frozen Trail missions hand out hooks as quest supply items. These are fine for a trial run, but only the blueprint lets you craft the gadget on demand.

Rope is an Uncommon Topside Material that drops in commercial and residential areas, and Celeste sells it for 10 Assorted Seeds. The Cable Stripper is an Uncommon Topside Material found through industrial and mechanical loot. Both stack in your inventory, so it pays to keep a small stock if you plan to carry a hook into every raid.

How to confirm the blueprint is unlocked
A looted or purchased blueprint is used by selecting it in Speranza and choosing Learn and Consume, which uses it up. Once a blueprint is learned, it shows a checkmark and can no longer be consumed. After that marker appears, open the Utility Station Level 1 crafting list and the Grappling Hook will be available to build as long as you hold the required materials. Reward Pass and Research Station unlocks register the recipe automatically, so you can head straight to the crafting menu.
