The Hydra appears on only 1 map: Pendola Pass. It has 8 spawn points there, and every one of them sits at Fallen Emperor, so that named place is the only part of the map where a Hydra can spawn. No other map puts a Hydra in front of you, and no other location on Pendola Pass holds any of its spawn points. If you want to find one, or want to stay clear of one, Fallen Emperor is the place that decides it.
Not every spawn point is used in every round. A Hydra can stand at any of the 8 spots at Fallen Emperor, but on a given drop some of them can sit empty, and which ones are filled changes from round to round. A spot that held a Hydra last time can be clear the next, and a spot that was clear can be occupied. Go into Fallen Emperor treating each of its spawn points as one that could hold a Hydra, rather than relying on what you saw in your previous round.
