Salt Key Bank sits in the southeast corner of the Dry Tortuga region in Assassin’s Creed Black Flag Resynced, and it’s one of the first ports where Edward Kenway learns to repair and upgrade the Jackdaw. The town lists two Assassin Contracts as part of its full completion, but they behave differently from the collectibles scattered around the docks.
Quick answer: Both Assassin Contracts at Salt Key Bank are hidden behind main story progress. They appear as Undiscovered when you first dock, and they only become available to start after you advance far enough through the campaign. There is nothing you can do at Salt Key Bank itself to force them open early.
Why the Assassin Contracts are locked when you arrive
When you first sail into Salt Key Bank, the port menu marks two of its main activities as Undiscovered. These are the Assassin Contracts and the Naval Contracts. Unlike the town’s other collectibles, they are tied to story flags rather than exploration, so scouting the town, climbing towers, or clearing enemy camps will not reveal them.
The rest of Salt Key Bank works the opposite way. The viewpoint, tavern, data file, song sheet, keys, chest, and the two hidden secrets are all available from the moment you dock. You can gather every one of those without touching the main story. The contracts are the exception.
Unlock the contracts by progressing the main story
Salt Key Bank only has that one viewpoint, so there is no second tower to hunt down. Once it is synced, the newly unlocked contracts will show up as markers you can travel to and start.

How to confirm the contracts are unlocked
You know the unlock worked when the port menu stops showing the Assassin Contracts as Undiscovered and the markers become selectable on your map after syncing the viewpoint. If they still read Undiscovered, you have not reached the required story point yet, and no amount of local exploration will change that.
Note: If your only goal is 100 percent completion of the town’s collectibles, you can finish those on your first visit and come back later once the campaign opens the contracts. There is no reason to wait at Salt Key Bank for them to appear.
