Bell Ringing at Dusk is the fifth and final step of the Hesperides of Love and Hate world quest chain in Fellfrost Peak, and it ends with a fight against Pavlina at the Cloudborne Palace. Finishing it grants a fragment of the Eye of Graeae’s power, unlocks a hidden area, and hands over the Pebble of Freezing Heart used to start a later quest.
Quick answer: Head to the Frozen Fulgurbranch Teleport Waypoint, ride the Rumblebranches up, collect the two Rumbletwigs to activate the inactive Rumblebranch, reach the Cloudborne Palace, then defeat Pavlina to complete the quest.
Requirements before you can start
Bell Ringing at Dusk only appears after you finish Procrustes’ Iron Bed. That step depends on two quests beneath it, The Sun’s Gilded Apple and House of the Soulless, so both must be complete first.
Procrustes’ Iron Bed closes with a battle against the Snegoviks at the Chapel. Once that fight ends, the objective automatically switches to Bell Ringing at Dusk.

Climb using the Rumblebranches
Rumblebranches are the blue, lightning-charged trees in this area. Stand next to one and wait for lightning to strike, and it will launch you upward. Keep chaining them to gain height until you reach an incomplete ice branch, which is a Rumblebranch that will not activate on its own.

The inactive Rumblebranch is surrounded by Ledobugs. To turn it on, you need two Rumbletwigs from the surrounding clouds.
Find both Rumbletwigs
Use the Swirl Vortices to hop between the floating clouds. Both Rumbletwigs sit on clouds to either side of the inactive branch.

Take care not to fall while jumping between the clouds. If you drop off, return to the inactive branch and climb back up.

Activate the branch and reach the Cloudborne Palace
Return to the incomplete ice branch and place both Rumbletwigs. Confirm the prompt to use Rumbletwig ×2 and complete the Rumblebranch.

With the branch active, use it to launch up above the clouds and into the Cloudborne Palace. Activate the hidden Teleport Waypoint there, then set up your strongest team before moving to the altar.
Defeat Pavlina to finish the quest
Follow the quest marker to the arena. A cutscene plays, then you are locked into a fight with Pavlina, Guardian of the Hesperides, alongside Aksinya. Despite her appearance, she is not immune to Cryo, so any strong team works here.

Once Pavlina is down, a final cutscene plays and Bell Ringing at Dusk completes, which also closes out the entire Hesperides of Love and Hate chain. You will see the quest marked as complete and receive your rewards.

Completing the quest also grants the Ladder of Love achievement, worth 10 Primogems, and the Pebble of Freezing Heart. That Pebble is one of the items required to begin the quest An Ark That Used to Be a Soul, so hold onto it.
Reaching the Cloudborne Palace also opens up a previously sealed area, complete with its own Teleport Waypoint you activated on the way to Pavlina.
