Rubber does not float around the Outskirts as a loose chunk waiting to be scooped up. It sits attached to dark, rubberized panels on industrial structures, and in the early hours of Breathedge 2 most of those panels are buried under ice. That is why players comb the map for hours and come back empty-handed.
Quick answer: Progress to the Service Warmer Repairs quest, fly past the Pornhubble antenna to the ice-covered heater, repair it with 4 Metal, 1 Light bulb, 4 Wires and 2 Electronics, then cut the exposed black panel with a Cutter.
What unlocks the first Rubber panel in the Outskirts
The gate is story progress, not exploration. Rubber becomes reachable once the journal picks up Service Warmer Repairs, the objective that asks you to raise the ambient temperature to 100 percent. Until that quest is active and a warmer is available to fix, the ice around the relevant structures stays solid and no cut prompt appears on anything underneath it.
Getting there runs through the Three Antennas main quest, which sends you out of the station to find a way to the antenna. Follow that thread first, then head back out for the warmer.

Bring everything with you. The heater sits well away from the station, and flying back for a single missing component burns oxygen you would rather spend harvesting.

Light bulbs are the usual bottleneck. Smashing glowing objects at random does not produce them; only lamp fittings that give you an unscrew interaction will hand one over. Once Service Warmers are on your journal, carrying a spare bulb is worth the inventory slot.

Note: one warmer is not a one-off payout. Each additional stretch of ice you melt exposes more rubber panels, so the same route becomes repeatable as you push the ambient temperature closer to 100 percent.
Why the Rubber prompt does not appear
If you are floating next to what looks like the right surface and nothing happens, it is almost always one of three things.
- The ice has not melted yet, because the nearest Service Warmer is still unrepaired.
- You are carrying a different tool. Rubber panels respond to the Cutter, not to a general-purpose breaking tool.
- The object is not a resource node. If a piece of scenery gives you no prompt at close range, hitting it repeatedly only drains tool durability and oxygen.
Other Rubber sources and what it is used for
The warmer panel is the dependable early source, but it is not the only one. Floating suitcases drifting in open space can be smashed open with a wrench for Rubber, and collecting it that way also unlocks the Duct Tape scheme. Duct Tape then feeds directly into equipment crafting, including the Grabber, which combines aluminum, plastic and duct tape at a workbench.

Once you reach the lower Depot, Rubber turns up on enough cuttable industrial surfaces that hoarding it stops being necessary. If a recipe asks for Rubber before then, the warmer route is a faster answer than sweeping the whole Outskirts, and the mental picture is the part that matters most — dark rubberized pads and panels attached to machinery, never a loose chunk drifting in the dark.
