Desperate Times is one of the early Zephras Isle quests in World of Warcraft: Forever, the Skyborne starting zone that runs roughly from level 1 to 12. It is a pure talking quest — no kills, no items to loot — but it sends you to two separate corners of the island, and the council chamber you start in is easy to get turned around in on the way back.
Quick answer: Take Desperate Times from Talaanis Shadowsong, recruit the Windshapers at the camp northwest of the council building, recruit the High Order in the southern sanctuary, then report back to Valenia Stormfist.

Recruit the Windshapers (northwest camp)

Nothing along this stretch is required, so you can safely poke around your menus or grab a gathering node while you run. Windshaper Shamans and Warriors are standing around the camp itself, but they are not part of the objective.

The Windshaper contact has appeared under different names across Forever beta builds — Kynsa Riveranger in some, Grand Skyseer Aynea Dawnspringer in others. Follow the quest marker rather than the name.
Recruit the High Order (southern sanctuary)


Turn in Desperate Times and pick a reward
Leave the sanctuary, retrace the path north, and take the ramps back up into the council chamber. Hand the quest to Valenia Stormfist, not to Talaanis Shadowsong, and she offers a choice of gear alongside experience and gold.

How to confirm the quest completed
Three things should happen back to back: your chosen reward lands in your bags, the experience bar ticks up, and Desperate Times drops out of the quest tracker entirely. Valenia then immediately offers the follow-up, Prepare for Battle, with a fresh exclamation point over her head.
Picking that up keeps the Zephras Isle chain moving without any extra travel, since it starts in the same council room you just walked back into. It is worth accepting before you log out, if only so the next session begins with a marker already on your map.
