Hal, the smith at the Norgandian Settlement in Norgan, cannot work his forge until you bring him a Winterweed Blossom. That request is the side quest Hammer and Tongs, and the plant he wants grows in the Abandoned Village, the ruined hamlet east of the settlement.
Quick answer: Winterweed Blossom grows at the foot of the rock cliff inside the Abandoned Village, east and slightly south of the Norgandian Settlement. Enter through the arched gateway, go down the slope past the turf-roofed hut, cross the shallow water, and gather it at the cliff base.
What Hammer and Tongs asks for
Talk to Hal at his forge in the Norgandian Settlement. He explains that he was hurt in a monster raid and can no longer swing his hammer, and he asks for some winterweed blossom in exchange for his smithing. The tracker then shows the quest name Hammer and Tongs with the objective “Obtain some winterweed blossom.”

Hal’s own directions are to leave the village heading north, then turn east, where the herb grows in an abandoned settlement not far away. He adds that it is easiest to spot at night, because the petals glow.
Do not confuse Winterweed Blossom with plain Winterweed, a similarly named herb you pick up all over Norgan. Hal wants Winterweed Blossom.

Open the map and put the cursor on the Norgandian Settlement. Valgr Ravine frames the area to the north and the Norgandian Foothills to the south, and a river runs past the settlement from west to east. East of the settlement, a road drops down from the north and heads south toward that river, ending at a small cluster of two icons right at the water.
Follow that road south. It matches Hal’s instruction to leave the village north first, then swing east. The gathering spot itself is just east of those two icons, where the river bends north, near the eastern edge of the drawn land. From the settlement’s portcrystal, the plant sits almost due east, a little south.

How to reach and gather the Winterweed Blossom

Night only makes the plant easier to see, so you do not have to wait for dark. By day you look for the pale green clump against the cliff rather than for a glow. To confirm you are in the right spot, open the map: your marker should sit just east of the two icons at the river, at the river’s bend, on the eastern edge of the map.
Return to Hal and complete the quest
If you carry an Eternal Ferrystone, open the map, move the cursor to the blue portcrystal icon labelled “Norgan Portcrystal: Norgandian Settlement”, and choose “Use Ferrystone”. The game asks “Use Eternal Ferrystone to travel to Norgan Portcrystal?” — pick “Yes”. You arrive in the settlement a few steps from Hal’s forge, the stone oven under a small roof with a grindstone in front. Without a ferrystone, simply walk back the way you came.
Talk to Hal and deliver the blossom. The quest pays +6000 XP along with Snowoak Bark and Azure Ore, and a notice reads “The Workshop”. You know it worked when the quest log shows three ticked lines in order — “You found some winterweed blossom.”, “You delivered the winterweed blossom to Hal.” and “Completed: Hammer and Tongs” — and when Hal’s menu adds “Manufacture” at the top. That option opens the Workshop screen reading “Select equipment to manufacture.”

Eating Winterweed Blossom cures the blighted debilitation. Save the one you’re carrying for Hal instead of consuming it.
