Note: this is the same Isolated Merchant who has always been in the Weeping Peninsula. The Steel pieces are simply added to the existing shop inventory, so there is no new NPC to unlock and no quest step to clear first.

Open the equipment screen and slot each piece into its matching Head, Chest, Arms, and Legs position. Highlighting a piece shows its defenses and resistances side by side with whatever you are currently wearing, which is the fastest way to see how the extra weight is affecting your equip load before you commit to the full set.

Getting the Steel set for free with the Heavy Knight class
If you are rolling a new character anyway, pick Heavy Knight at character creation and you start wearing the complete Steel set with no runes spent. That class also starts with the Hefty Scimitar, a curved greatsword that is otherwise sold by the merchant in east Limgrave, north of Fort Haight, for 2,400 runes.
The merchant route matters mainly for existing saves. Buying the four pieces lets a character you have already leveled wear the armor without restarting, and the two methods produce identical gear.
Requirements on PC, PlayStation, and Xbox
On Nintendo Switch 2, the Steel set ships inside Elden Ring Tarnished Edition itself. On PC, PS5, and Xbox Series X/S, the same content arrives through the separate Tarnished Pack add-on, priced at 4.99 euros. If you are continuing an existing save on those platforms, the game also has to be updated to version 1.17 or higher before the new stock appears in the merchant’s shop.
If the Isolated Merchant’s list looks unchanged, the pack is either not installed on the active account or the game is running an older build. Verify both, reload the area, and the four Steel entries will be there.
