The Marrow Rod is one of the crafted rods in Fisch, and it is locked behind the Drylands quest line rather than sold at a shop. You cannot forge it on a whim. It only becomes available once you have made specific progress in Drylands and reached the right crafting station.

Quick answer: Finish the first two Drylands quests, gather the materials your quest log lists for the Mysterious Marrow stage, then craft the rod at the Ancient Archives on Ancient Isle. It cannot be crafted anywhere else.
