Flibustier Armor Set Locations in Windrose

Pallav Pathak
Flibustier Armor Set Locations in Windrose

The Flibustier set is the go-to armor for one-handed weapon builds in Windrose, cutting attack stamina costs at two pieces and boosting saber, rapier, club, and pistol damage at four. Putting the full kit together takes a mix of faction grinding and pirate-camp looting, since two pieces come from a vendor and three come from random world drops.

⚔️
Quick answer: Buy the Flibustier Jacket and Pants plans from the Rogue Buccaneers Provisioner at Reputation Level 2 (200 Piastres each), then loot the Hat, Gloves, and Boots from chests and Old Skeletons at pirate camps and ruins in the Coastal Jungle and Foothills.

Where each Flibustier piece comes from

Flibustier is split between two acquisition paths. The Jacket and Pants are gated behind faction reputation with the Rogue Buccaneers, while the Hat, Gloves, and Boots are random drops from world points of interest. You won't be able to craft any piece at the Armor and Clothing Workshop until you've first looted or unlocked it, so the order matters.

Unlock the Jacket and Pants from the Rogue Buccaneers

The Rogue Buccaneers Provisioner is stationed in Tortuga and at the faction's main base. The Jacket and Pants plans only appear in their inventory once you've reached Reputation Level 2, which means turning in faction items to the Rogue Buccaneers Bounty Agent.

Step 1: Collect Insignias and Letters of Favor. The fastest way to farm Insignias is sinking and looting pirate ships in naval combat, which yields stacks per encounter.

Step 2: Hand the Insignias and Letters in to the Rogue Buccaneers Bounty Agent in Tortuga or at their main base. You need to submit enough to total 100 Reputation Points to hit Level 2.

Step 3: Visit the Provisioner once your reputation rank ticks over and buy both plans for 200 Piastres apiece. The Jacket and Pants recipes will then appear in your Armor and Clothing Workshop.

Step 4: Craft them at the workshop using the following materials.

Flibustier's Pants3 Rough Hide, 2 Coarse Fabric

Where to farm the Hat, Gloves, and Boots

The remaining three pieces drop from chests and Old Skeleton lootable nodes scattered across the early and mid-game zones. Because the world is procedurally generated, no single location guarantees a specific piece, so it's worth running a circuit of POIs and resetting once they respawn. Coastal Jungle and Foothills regions are the most reliable hunting grounds.

Known POIs that can spawn Flibustier loot:

  • Blackbeard Camp Near Shipwreck
  • Blackbeard Pirate Camp
  • Small Pirate Camp
  • Fisherman's Hut
  • Old Cabin
  • Undead-Infested Shipwrecks
  • Ancient Fire Sanctuary
  • Ancient Farm
  • Blackbeard Outpost in Ancient Ruins

Once you've actually picked up a piece in the world, the matching recipe unlocks at the Armor and Clothing Workshop, and you can craft duplicates with raw materials instead of waiting on RNG.

Set bonuses and what they mean for your build

Flibustier is a leather set, upgraded with hides at the Tanning Rig as you climb item-level tiers. Its two bonuses are designed around aggressive one-handed pressure rather than defense.

Pieces equippedBonus
2 piecesAttacks consume 20% less Stamina
4 piecesOne-handed weapon damage increased by 15%

The two-piece bonus is easy to slot in even if you're still hunting for the world drops, since the Jacket and Pants alone qualify. That 20% stamina reduction translates directly into one or two extra swings per combo, which is the difference between finishing a rotation and getting punished mid-attack.

The four-piece bonus is where Flibustier earns its reputation as the one-handed specialist set. It applies to sabers, rapiers, clubs, and pistols, since pistols count as one-handed weapons for the calculation. That makes it stronger than the Marksman Set for pistol-plus-melee hybrid loadouts, where Marksman's ranged-only damage bonus only covers half the kit.

🗡️
Tip: If you're running a crit-heavy rapier or musket build aimed at single big hits, the Privateer Set's crit chance and crit damage scaling tends to outperform Flibustier. Stick with Flibustier for sustained one-handed pressure builds like saber combos or rapier bleed loops.

Upgrading the set

Each piece scales through three crafting tiers at the Armor and Clothing Workshop, with intermediate item levels reached through the Upgrading Station. The base recipes use Rough Hide and Coarse Fabric, mid tiers swap in Tanned Leather and Linen Fabric, and the top tier uses Crocodile Hide Piece sourced from the Cursed Swamps.

TierWorkshop requirementPrimary materials
Item Level 1Base Armor and Clothing WorkshopRough Hide, Coarse Fabric
Item Level 6Shoemaker's Bench attachmentTanned Leather, Linen Fabric, Master's Tools
Item Level 11Material Rack attachmentCrocodile Hide Piece, Tarred Fabric, Master's Tools

Defense scales from 100 per piece at Item Level 1 up to 200 at Item Level 11, so the late-tier upgrades matter once you start tackling tougher pirate captains and undead encounters.

Once you've got the Jacket and Pants crafted from the Rogue Buccaneers vendor, the rest is a loot circuit. Run pirate camps and ancient ruins until the Hat, Gloves, and Boots drop, and pair the full set with a saber, rapier, or pistol-melee combo to get the most out of those one-handed bonuses.
