Unlock the Jacket and Pants from the Rogue Buccaneers
The Rogue Buccaneers Provisioner is stationed in Tortuga and at the faction's main base. The Jacket and Pants plans only appear in their inventory once you've reached Reputation Level 2, which means turning in faction items to the Rogue Buccaneers Bounty Agent.

Step 1: Collect Insignias and Letters of Favor. The fastest way to farm Insignias is sinking and looting pirate ships in naval combat, which yields stacks per encounter.
Step 2: Hand the Insignias and Letters in to the Rogue Buccaneers Bounty Agent in Tortuga or at their main base. You need to submit enough to total 100 Reputation Points to hit Level 2.
Step 3: Visit the Provisioner once your reputation rank ticks over and buy both plans for 200 Piastres apiece. The Jacket and Pants recipes will then appear in your Armor and Clothing Workshop.
