Fourteen characters are scattered across the Chapter 7 Season 4 island, and every one of them does something useful. Some top up your ammo, some hand you a chunk of health or shield, some open a Rift so you can rotate out of a bad spot, and three of them will fight alongside you for the rest of the match. The tricky part is remembering who stands where, because the map is large and the characters are spread thin.
Quick answer: Ammo restocks, healing, and Rifts each cost 500 gold bars, while hiring a Specialist costs 350 gold bars — so bank at least 500 before you plan a detour to a character.
Fortnite Chapter 7 Season 4 NPC services and gold bar costs
There are only four things a character on the island will do for you this season, and the pricing is flat across the board. That makes the decision simple: pick the closest character offering the service you actually need rather than the closest character overall.

Four characters will refill every weapon in your inventory. They are spread widely enough that at least one is usually reachable from a mid-game storm circle, and two of them sit near named landing spots that see heavy early traffic.

Healing characters are the most clustered group this season. Three of the four sit around Shaken Sanctuary and Stone Sanctum, so if you land in either area you rarely need to carry consumables through the opening fights.

Note: Shaken Sanctuary alone has three characters in its immediate surroundings — Wrixel to the northwest, Grace Crowne to the west, and The Prophecy to the north — which makes it the most character-dense corner of the map.
NPC locations that spawn a Rift
Three characters will open a Rift for you, which is the fastest way to cover ground when the storm cuts you off from the next circle. Sonic the Hedgehog is the easiest of the three to spot because he stands out in the open on high ground.

Specialists you can hire in Chapter 7 Season 4
Three characters can be recruited to follow you for 350 gold bars each, and each covers a different role. That is one fewer than usual, since seasons normally offer one Specialist of every type; there is currently no fourth role available on the island.

Walk up to the character and the hire prompt appears with the role and the 350 gold bar price attached. Confirm it and the Specialist starts following you immediately, moving with you and engaging enemies until they are downed or the match ends.
Why a character may not be where you expect
The roster is not locked for the whole season. The total count tends to climb as updates land, and characters already on the island can shift position between patches, so a spot that worked last week may be empty after a new build goes live.
The other common reason a service does not fire is gold. Every interaction here is priced at either 350 or 500 gold bars, and the prompt simply will not complete if you are short, so it is worth clearing eliminations or opening safes before you commit to a long rotation toward a specific character.
