There are two reliable routes, and they serve different purposes. The dungeon route gives you a permanent copy. The Battle Royale route gives you the mace for one match only.
Dungeon drop: Defeat the Dragon Emperor dungeon boss. On a successful drop you get a “New Item: Thunder Club” notification, often alongside the MVP notice for the run.
Battle Royale loot: The Thunder Club appears in the match loot pool. It turns up on eliminated players and in chest and gift drops, so knocking someone out is frequently the fastest way to pick it up. Logue Town is a common landing spot for players hunting it early.

Weapon and fruit drops land in the same pile, so the run that hands you the mace often hands you a Devil Fruit too. Buddha, Biscuit and Mochi all show up this way.
