The route runs from the main hall to the highest chamber of the tower on the hill above it. Every part of it is on foot, and there is no hidden entrance or teleport involved.



The full run from the main hall to the top takes about a minute at base movement speed, so there is no reason to hearth or look for a shortcut.
How to confirm the quest completed
You will know the turn-in registered when In Service of Zephras clears out of your quest log and Valeenria Stormdrift immediately offers the next step, Tower Defense. Accept it while you are still standing in the top chamber rather than running back down first, since the follow-up continues from the same spot.
If she is not offering anything, you are most likely on the wrong floor. The interior staircase ends at a mid-level doorway that looks like a destination, and it is easy to stop there instead of continuing onto the exterior ramp.
From there the Skyborne chain carries on through the island’s crisis story until level 12, when your character leaves Zephras Isle for the wider Horde or Alliance leveling path.
