Lightning V1 is the entry ticket, not the finish line. The upgraded V2 form lives in Sea 2 and demands a real grind. The NPC that unlocks it stands on the Flying Ship, near the propeller at the back of the vessel, and it requires you to have the base Lightning fruit equipped along with the Thunder God title and a set of farmed materials.
You collect those materials by repeatedly defeating the Lightning Boss on the Flying Ship. That boss carries roughly a 10-minute respawn timer, so you can clear other Sea 2 bosses while you wait.
