The Militsioner is the colossal uniformed figure the game is named after. He stands over the town and tracks you from above, speaking to you the whole time. His lines swing between calm and menacing, from “It’s a nice day today” to “Behave yourself, and everything will be fine” and, when the sky turns red and sirens sound, “You still cannot hide from me. I’m everywhere.”

How he treats you is not fixed. You can manage his mood instead of only hiding from him. Handing him an apple, described in your inventory as “The Gods’ favorite fruit,” triggers a cheerful reaction and the line “I’LL NEVER SAY NO TO AN APPLE!” The game tracks his state on screen with notes like “MILITSIONER is happy” and “He felt less sad.”
Get caught doing something suspicious and a giant hand reaches down, lifts you up to his face, and he questions you: “What have you got there? You’re lucky I have a forgiving heart.” He also watches narrow spaces, peering down into alleys between buildings and asking whether you are trying to run away.
