Quests you need before Deputy Willem offers it
If Deputy Willem has nothing new for you, the reason is almost always an unfinished prerequisite. Two earlier Northshire quests gate this one.
- Wolves Across the Border — the listed prerequisite in the quest chain.
- Brotherhood of Thieves — must also be turned in before the offer appears.
Finishing the wolf quest alone is not enough. Players who only completed that one have long reported the quest staying unavailable until Brotherhood of Thieves is handed in as well.

Milly owns Northshire Vineyards, which the Defias Brotherhood has overrun, and she supplies the food and drink stock that Brother Neals manages at the abbey. She is looking for anyone who can get her grape harvest out of the vineyard in time, and that request becomes the rest of the chain.

- Grape Manifest — the final step, also picked up from Milly.
The whole sequence stays inside Elwynn Forest, so there is no travel to plan and no need to return to Willem. Once you are standing at the wagon, everything left in the chain starts and ends within a few steps of it.
