Population density: which house is most space-efficient
If your goal is the most civilians per tile rather than the most civilians per building, the Small House wins. It packs +3 civilians into a 4×4 plot, giving better population density per unit of land than anything else in the game. The Farm House is cheaper but only adds +2 on the same footprint, so the Small House is the better value once you can afford it.
Apartment Buildings become the efficiency pick once your land fills up. They fit +6 civilians into an 8×6 plot, helping you raise population without sprawling across the map. At the top end, the Hotel and the two Secret towers add the largest single blocks of population, but they demand huge plots and long build times, so they suit a mature city with cash to spare.
