Watch your temperature on the ledge
At the Bag, the banner displays BONE-CHILLING COLD, while the HUD thermometer reads roughly -46°C to -47°C. Your body warmth falls fast in this area, so grab the item and move on instead of lingering.
After the climb, the playground campfire ring is the closest warming spot. Take fuel along so the fire is ready to light when you return.
What the Mrozny 91 does
The tooltip calls it a bolt-action sniper rifle suited to accurate fire over long distances. The version in the Bag is at full durability. Its listed in-game stats are:

Loading and firing the rifle
Assign the rifle to your hotbar and equip it. Its name appears in the HUD’s lower-right corner, above an ammo display formatted as loaded over spare. If you have 7.62x54mmR ammo in your inventory, the loaded count is 5.
With the rifle equipped, the HUD shows two controls: Aim uses the right mouse button, and Shoot uses the left. Aiming shifts the camera over your shoulder to look down the barrel. Firing lowers the loaded count by one; chambering another round uses one from your spare ammo and restores the loaded count to 5. Two shots brought down a Red Deer at the tree line, and its carcass displayed the prompt “Dead red deer”.
Confirming you grabbed it
You know the pickup worked when the “+1 Mrozny 91” line appears on screen and the rifle shows in your inventory with a full durability bar. From there, equip the rifle; you’ll need 7.62x54mmR ammo from elsewhere to fire it, since the Bag contains none. Keep in mind this is one confirmed Mrozny 91 in House Camp, not the single place the rifle exists, and container contents can shift between builds.
