Starlit Night unlocks the moment Iroi’s bond reaches Level 10. You raise her affection by giving her three gifts each day, so the outfit is a matter of steady daily visits rather than a single big spend.

The 999 Nights game mode runs its own store that trades cosmetics for Mystery Buttons. You earn that currency through ordinary play in the mode, so no real money is involved.
You collect Mystery Buttons by:

Channeling… costs 8,000 Mystery Buttons. Once you have enough, buy it directly from the Button Shop and it transfers to Iroi’s outfit list for use back in Hethereau.

Archmage is locked to the gacha. To get it you spend wishes on the Scarborough Fair banner, which carries several rewards alongside the skin. Because the drop is random, there is no direct purchase path.
The safety net is a soft pity that guarantees the outfit once you reach 200 total pulls. If luck runs cold, that ceiling ensures Archmage still lands eventually rather than draining wishes indefinitely.
Summer Dream and Dreamweaver from the Fashion Shop
Both premium outfits sit in the Fashion Shop and cost Riftcrystal, the currency tied to real-money spending. New character skins list at a launch discount, so grabbing them during Version 1.2 saves crystals.
Summer Dream runs 1,680 Riftcrystal right now and climbs to 2,480 once Version 1.2 wraps. Dreamweaver is the pricier of the two at 2,680 Riftcrystal, rising to 3,280 after the patch. Dreamweaver is also the flashiest option, packed with its own special animations.
