Duskmoor is the hilly region sitting north of Hethereau City, and version 1.3 finally opened it to players after it spent the entire game so far behind construction barriers. It brings its own Anomaly Commissions, Oracle Stones, race courses, and fishing grounds, and it is big enough that the highway loop alone takes over ten minutes to drive a full lap of.
Quick answer: No quest gates Duskmoor. Fast travel to the Wiener Apartment in western Illusion Town and drive north on either Onion Road or Azure Forrest Way, or fast travel to northern Miguel District and follow the Whitetail Ridge Road mountain pass.
Duskmoor location and unlock requirements
Duskmoor occupies the mountainous northwest corner of the map, directly above the city proper. There is no story flag, hunter level, or side quest attached to it — the district is simply open, and the only thing standing between you and it is the drive.
The district splits into two very different halves. The southern edge runs along the sea and is packed with resorts and beach buildings, centred on Starfall Bay, which is also where the version 1.3 summer content is based. Head north and the resorts give way to a lush valley and mountain terrain full of winding roads.
Three roads feed into the region. Two of them start on the western side of Illusion Town, and the third is a mountain pass out of Miguel District.

Unlock the Wertheimer Tower and ReroRero booths first
The moment you cross into the district, make the Wertheimer Tower your first stop. Interacting with it clears the fog of war across the whole of Duskmoor, which turns a blank map into a usable one and exposes points of interest you would otherwise stumble into by accident.
Pick up every ReroRero Phone Booth you drive past as well. Fast travel points stay locked until you physically visit and interact with them, so a booth you ignored on the way in is a booth you cannot teleport to later.
You will know both worked immediately. The tower removes the grey fog from the district map, and each activated booth appears as a selectable destination on the fast travel screen from anywhere in Hethereau.
Getting around Duskmoor after you arrive
Duskmoor is built around driving in a way no earlier district is. The whole area is sized for vehicles, and every Oracle Stone in it can be picked up without leaving the driver’s seat, so there is no reason to explore it on foot.
Auto-Drive is genuinely useful here. Set it on the highway loop and you can sweep up collectibles along the route while the car handles the corners, though any manual input cancels it.
Note: several of Hethereau’s racing teams have relocated to Duskmoor for its new courses, which run through villages, open fields, mountain roads, and loop rally circuits. If you would rather not deal with them straight away, enter from Illusion Town and stick to the Starfall Bay side.
Once the tower is lit and a couple of booths are active, the drive in stops mattering entirely — you can teleport straight to the coast or the valley and treat Duskmoor like any other part of the city.
