Because those are fixed points at the end of a section, you cannot pick up a fresh Backpack in the middle of a climb. The Fanny Pack fills that gap whenever luck puts one in a suitcase.

Why the Fanny Pack matters in co-op
The Fanny Pack earns its place on team climbs. Because Backpacks only appear at biome boundaries, a Scout who is empty-handed in the middle of a section has no way to carry more gear until the next Campfire. A Fanny Pack found in Luggage gives that teammate two immediate slots without waiting.

It also acts as a safety net on harder runs. During Ascents, dying costs you your Backpack. Opening Luggage to recover a Fanny Pack restores some carrying space and keeps the group moving instead of leaving that player with nothing.
When to skip or drop the Fanny Pack
Solo players can ignore the Fanny Pack entirely. With only one pack slot to your name, you are better off holding out for the four-slot Backpack, and the Fanny Pack blocks you from wearing it.
In co-op, treat it as a stopgap. The moment a teammate secures a Backpack, throw the Fanny Pack away and equip the larger option. Keeping the Fanny Pack after that point just wastes the two extra slots the Backpack would give you.
Note: A quick way to confirm the swap worked is your visible inventory count. Once the Backpack is on, you should see four usable slots where the Fanny Pack previously showed two.
