Bubbly Basin opens up a full underwater region in Pokopia, and that setting comes with its own cast of Pokémon you cannot meet anywhere else in the game. Because befriending Pokémon drives progress in Pokopia, it helps to know exactly who is waiting on the ocean floor before you start building habitats down there.
Quick answer: 29 Pokémon are exclusive to the paid Bubbly Basin DLC and only appear in the underwater region. Two more, Manaphy and Feebas, arrive with the free 2.0 update and are available to every player without the Expansion Pass.

Manaphy and Feebas from the free 2.0 update
Two Pokémon released next to Bubbly Basin sit outside the paid content. They come through the free 2.0 update, so you can meet them even without the Expansion Pass.

Where these Pokémon live and how to reach them
Every DLC Pokémon on the list above is found only in the Bubbly Basin region. You have to head underwater and explore the settlement to encounter them, and meeting most of them works the same way as anywhere else in Pokopia. You build unique habitats to draw each one out.
Many of those habitats rely on new underwater building assets, so putting them together takes more setup than the surface towns. Reaching the town itself also has requirements. You need the Dive move, jumping, and Surf, and you must finish the “Raise the environment level!” request in Bleak Beach. Dive and the wider underwater exploration come from the free update, while the Bubbly Basin town and its Pokémon are locked behind the Expansion Pass, which costs $34.99.
You will know you have access once Dive is learned and the Bleak Beach request is complete, which lets you travel down to the underwater entrance rather than being blocked at the surface.
More Pokémon coming in Part 2 and Part 3
Bubbly Basin is the first of three parts in the Expansion Pass, and the roster is set to grow with the later drops. Part 2 and Part 3 are already included in the purchase even though they are not out yet, and both will add more Pokémon to befriend alongside new furniture and accessories.
