Chapter 4, “Looking for Zoe,” hides two CRTV video signals in the streets of St. Amelia. One is a plain tuning job you can do while walking around in the fog, and the other is locked behind the game’s fine-tuning minigame at a VHF transceiver. Both count toward the 18 recordings tracked by the Sweeping Signals trophy, and both are easy to walk past.
Quick answer: Chapter 4 holds two CRTV signals. Tune the first outdoors near the Shorefront Family Clinic, then use the VHF transceiver in the back room of the Pharmacy on High Street for the second.

Signal 01/02: The Family Clinic broadcast outdoors
Open your map and head toward the Shorefront Family Clinic in the southern part of the Shorefront district. The broadcast becomes available as you move through the town square area, so there is no building to enter and no key item required.
Pull out the handheld CRTV in the street and sweep the dial with quick tuning until a picture locks in. The recording sits around Channel 17, and you will know you are close when the “Welcome to Shorefront” and “Children & Family Health” cards appear on the little screen.
Hold the tuning steady and let the clip run. Simon comments on the clinic and Zoe’s voice cuts in over the transmission, which is the cue that the channel has registered rather than just flickering past.
Signal 02/02: The VHF transceiver inside the Pharmacy
The second one is a VHF transmission, and those cannot be picked up with the handheld alone. You need the radio hardware sitting in the Pharmacy’s back office, and you need the Scalpel from the clinic to get through the Pharmacy door in the first place.
Find the Pharmacy on High Street, marked as location 7 on the district map. It sits a short walk from the town square, between Main Street and South Shore Road.
Go inside, walk past the picked-clean shelves and behind the counter, then step into the back office. The transceiver is on the desk under a lamp, with an on-screen prompt to tune it.
Interact with the unit and drag the frequency slider until the display stops reading “FINE TUNE – SEARCHING” and switches to “CALIBRATION REQUIRED.” The transmission you want sits at roughly Channel 30.
Tilt the CRTV itself until the test card settles. You are reducing two things here, the horizontal offset and the vertical roll, and the picture stops drifting once both are close to zero.
Hold the store input when prompted. The calibration is saved and the recording starts playing, complete with its “PRESCRIPTION DRUGS AND YOU” and “STEPS FOR MEDICINE” poster cards.

On PS5 the tilt stage uses motion controls by default. If the picture will not settle, turn off Enable CRTV Motion Sensor Controls in the game settings and align it with the stick instead.
How to confirm both Chapter 4 signals are stored
A signal only counts once the video recording actually plays. For the outdoor clinic channel that means letting the broadcast run through its dialogue, and for the Pharmacy one it means seeing the transmission play back after the calibration is stored. If you tuned into static or a channel that only pings enemy positions, nothing has been added to your total.
The Pharmacy transmission is worth watching closely. The posters it shows appear in the order you need for the rusty locker in the same back room, which opens with the code 6539.
Missing one is not fatal. CRTV progress carries across playthroughs, so a second run only needs the recordings you skipped rather than all 18 again. Only the channels that play video count toward the achievement; the frequencies used purely to track enemies are ignored.
