Silent Hill: Townfall opens with Chapter 1, Cold Start. The chapter is brief, linear, and strict about anything left behind: Simon travels from the pier to Shorefront District – South, and once it concludes, the area cannot be revisited. Since the game offers neither chapter select nor backtracking, every Document and Clue here can be missed permanently.

Documents and Clues both feed the same discoveries statistic. That number, weighed against how many enemies you kill, decides whether the run ends in the Justice, Forever, or Abandoned ending, so the two notices here are worth the detour even though neither unlocks anything on its own.

These are the only two Documents in Cold Start. If your counter reads 2/85 when the chapter ends, nothing was missed.
Town Square phone booth: all four Chapter 1 numbers
The map you picked up covers Shorefront District – South, and the telephone booth sits in Town Square itself. Step inside and answer the incoming call first — the directory posted in the booth then lists the numbers you can dial.

Dial each of the four in turn. Every one you call is logged permanently, and there are 13 numbers across St. Amelia in total, tied to a Silver trophy.

100 is the save system rather than a story call. Phones are the only manual save points in the game, with 20 slots running alongside the autosave. The one reason to skip it is the Reject The Help challenge trophy, which requires avoiding manual saves entirely after you meet Richard — dialing 100 here in Chapter 1 still counts the number toward the phone log.
How to confirm Chapter 1 collectibles registered
Each Document announces itself with a numbered pickup prompt as you read it, so the harbour notice shows 1/85 and the clinic notice shows 2/85. If either number does not appear, the notice was not actually read — walking past it is not enough.
Dialing the four numbers opens the Discovered Phone Numbers log, which then lists every contact you have called. Check it before leaving Town Square; four entries means Cold Start is clean. The Shorefront Map, meanwhile, simply sits in your key items once the automatic pickup triggers.
Pickups that belong to Chapter 2, not Cold Start
Several early collectibles get lumped in with the opening chapter but only appear once Chapter 2: Escape begins in the Haldane Hotel. Do not burn time hunting for them in the harbour district.
The Room Service Card is a Clue found on the desk in room 204 after you obtain the CRTV, along with the 1996 room service menu printed on it.

The hotel room’s circular dial lock is the game’s first puzzle. Set 18 on the top ring, January in the middle, and 1996 on the bottom to open it, which leads to the Hotel Room Note by the sink and the Room 204 Key beside it.

Also in Chapter 2 are the Hotel Reception Notice behind the front desk and the fifth phone number, 496 0244 for The Haldane Hotel, which you register back at the same outdoor booth. Everything else in Shorefront District – South — the protest flyer, the Strange Postcard in the Video Star shop, Zoe’s house and its flashlight — sits in Chapter 3 and later, so finish Cold Start with two Documents, one map, and four numbers, and move on.
